CROIX ON Monday, May 23, 1921, at one < o’clock p. m., the Colonial Council £or St. Croix assembled after the gener- al election of half the number of mem- bers convened by request of Government by virtue of Par. 36 of the Colonial Law and by virtue of Par. 3 of the Rules of Business. 8 The members were present; viz: F. As the Chairman was among the num- ber of retiring members, the Vice-Chair- man, according to Par. 3of tke Rules of Business, had to eonduct the examina- tion of patents of election and the elec- tion of the Chairman; he requested 3rd Member for Christiansted Country Dis- trict (Robt. W. Skeorh) to aet as Secre- tary to theCouncil temporarily. After prayers had been said the Acting Vice-Chairman . remarked: Honorable Members of theCouncil since the last meeting of the Council the following com- munication has been received from Gov- ernment: ' e o ; - “'Sir: The Council is advised that pur- suant & Sections 17 and 35 of the Colonial Law, as' amended by an Act of the Congress of the United States, gemeral electionsto fill vacancies in the Colonial Council were heid 6 and 7 May, 1921, and the Government has been officially advised that the results of the elections were as foi- lows: : 1. For Christiansted’s Town: W. S. Abramson Ist Member. Jos. Alexander ‘ 3rd Member. 2. For Christianste I’s Country District: Svend Jorgensen 2nd Member. (unexpired term W. H. MacKay) Robt. W. Skeoch 3rd Member, Thos. Ramsay 4th Member. 3. For Frederiksted’s Town: - Robt. L. Merwin 2nd Member. For Frederiksted’s Country District: G. Nordby : 2nd Member.. M. M. Skeoch 3rd Member. The Government has been further ad- vised that all persons elected have accepted. - ‘ : By virtue -of the power conferred by Colonial Law, the Governor has appoint- ed Mr. D. Noll and Mr. A. J. Blackwood as Second and Fourth Appointed Mem- bers, respectively, .of the Colonial Coun- cil, for the elective period, in accordance with sections 17 and 35 oi the Colonial Law, appointments to reckon from 10 May 1921. ’ . Pursuant to section 36 of the Colonial Law, an extraordinary meeting of the Colonial Council for the Municipality of St. Croix is hereby convened for Mon- day, 23 May, 1921, with the Order of the Day as follows: : 1. Examinatior of Patent of elections. 2. Election of Council’s Officials. : 3. Election of Members to the Munici- pal Committee and the several Com- missions. ot - 4. St. Crcix.”’ The Acting Vice-Chairman remarked: The proceedings for the last meeting have been published as customary, and unless members have objections to the minurtes as published they willbe considered tacit- ly adopted. : - There being no objections the Acting Vice-Chairman declared the minutes tacit- ly adopted. . The Acting Vice-Chairman then brought up item 1 of the {Order of the Day. Iteml. - Examination of Patents of Eleetion. The elected and appointed Members were all present and had handed in their patents of Election and =ppointments. The Council separated into two divisions, and each division elected its Speaker in confirmity with Par. 2 of the Rules of Business. The one division elected 4th Member for Frederiksted Country Dis- trict (Fleming) and the other 2nd Mem- ber for Christiansted Town (Canegata) The Patents were handed to the respect- ive divisions by the Assistant to the Council, and after they were examined the respective Speakers declared that they were in order; noobjection had been raised against any of them. Said patents were then handed to the Acting Vice- Chairman who made known the names of the respective. members andon behalf of the Council declared all of them entitled to sit and vote in the Council. The Members thereupon took their seats, and signed the oath prescribed. in Par. 47 of the Colonial Law, except
