The ceiling is Act 9116, established by asking the Legislature's own document server — not this archive — what exists. Of the 86 acts missing here, 86 are missing at the Legislature's server too: documented absences in the public digital record, nearly all from the first year of digital posting.
Against the full series since 1955 the archive holds 30.3%. The rest splits two ways, and the split matters: 86 acts are gaps inside the digital range, while everything before Act 6265 was never digitally posted at all and exists on paper and microfilm. That last share is the point: it is the part of the public record a web archive cannot reach.
The same measurement, applied to three more series the law or the institution itself enumerates: federal Single Audits of VI entities — 189 of 189 filed since 2016 (100.0%); bills of the Legislature — 3,212 of 5,525 on the Legislature's own server (58.1%); and V.I. One series is finished. The 2026 edition of the Virgin Islands Code is complete in this archive: 11,311 of 11,311 entries that carry operative text, across every one of its 37 titles, with no partial title and no gap. The denominator here is the edition's own declared structure rather than a third party's list — nobody publishes a section census of the V.I. Code — and that is said plainly rather than glossed, because a self-declared frame is a weaker claim than an enumerated one. Of the rest, 1,108 entries are declared and marked repealed, reserved, renumbered, redesignated or omitted, so they carry no text that anyone could hold, and 1 — 29 V.I.C. § 1200 — the edition itself declares and prints empty, which was checked against the source rather than assumed. The edition is a fixed thing — the source states it as “Current with updates collected on March 2, 2026” — so it was certified complete here on 2026-08-31 and locked against silent change thereafter.
The measurement runs the other way too — still there? For 17,212 published documents this archive has checked whether any copy survives on the archived web: 895 have no capture in the Wayback Machine, and each of those was then checked across the wider federation of public web archives — 895 exist in none of them.
