Pratt has resigned from his position as Research Associate at the Water Center. While at the Center, Pratt made many signifi- cant contributions. Among the reports he produced are: ''Problem-. Research Analysis in the US Virgin Islands Insular Region, Atlantic Subregion" in February 1978. "The Water Economy of a Low Flush Toilet in a Water Defi- cient Region" in July 1979. He coauthored "Waterplan-A Compre- hensive Water Management Frame- work for the US Virgin Islands" in June 1979. He also was the editor for the first issues of WAA'TA. The logo of the Center is a creation of his. We here at the Center would like to thank Pratt for all he did while with us and for the contri- butions he made to the VI com- munity while in the islands. …

We extend our best wishes to him for success in all his future endeayors . * * * QUESTIONNAIRE BEING CIRUCLATED As part of the study, ‘Water Management Under Conditions of Extreme Scarcity: The US Virgin Islands", the Water Center is circulating a questionnaire. The questionnaire is intended to identify how various sectors of the community value and use fresh water and to determine attitudes toward water conservation. Since the reliability of the results of the questionnaire increases with the number of res- pondents, we are attempting to get responses from as many people as possible from all sections of the community. If you or a group you are associated with, has not been contacted and wish to assist us by completing questionnaires, or if you have any suggestions, please give us a call at 774-1252 ext. 251 or write to us at the College. * * * SHEPPARD EXPRESSES THANKS George R. The curves (in the adja- cent column) are based on data sup- plied by John A. Yntema for tainfall at Sprat Hall, St. Croix and by Partick M. Rice for rainfall in St. Thomas and St. John. We thank them for their contribution. PURLICATION OF INTEREST “Controlling Land Use for Water manage- ment and Urban Growth management A Policy Analysis" by S.I. Schwarte, R. A. Johnston, Jr. Blackmarr and D.E. Hansen is a new publication of the California Water Resources Research Center. In the report eighteen land use control measures are analyzed with indepth examination given to: full- free acquisition, transferable development rights, resource zoning, preferential taxation, betterment taxation and resource zoning combined with preferential taxation. Resource zoning and resource zoning combined with preferential taxation were found to be the most promising.
