Parents Day AT THE Children’s Home FRITAY, June 29. Exercises by Kindergarten Child- ren 9:30 to 12:00. Exhibit of Child- ren’s work 9.30 A. M. to 4:00 P. M. The public is cordially invited. S. will give a Children’s rervice in the church this evening at 7.30 p. m. All invited. OBITUARY. DIED at the home of her brother, Mr. J. A. Clendenen, Jeweller, this morning at 4.30 o’clock Miss MARGARET AUGUSTA CLENDENEN in her seventy-fifth year. The deceased was a native of St. Thomas and Fas been residing here for the past 14 years. Ist Member for Frederiksted Country District (Andersen): Do 1 understand that the Governor is nct in receipt of a reply from the Chairman of the Colonial Council? Government Secretary (Gaffney): That'l correct. I will state again that the Governor will sign the original ordin- ance as presented to him by Officers of the Council. Ist Member for Frederiksted Country District (Andersen): 1 am quite satis- fied. 1 was only wondering why the Chairman did not reply before. 1 never knew before today that the matter rests with the Chairman of the Council. The Vice-Chairman: As far as1 know it won’t take much time to make the necessary corrections 4th Appointed Member [Blackwood]: Do I understand the Government Secre- tary to say that the Government is not going to allow any more special funds? In other words, is the Immigration Fund to be done away with? 1t seems to me ST kBl3 AVY IS that the special funds are very esser-tial. The Vice-Chairman in reply to the Honorable 4th Appointed Member said: The Government Secretary savs that the Government will not allow the erearion of any rew funds. 4th Member for Christiansted Country District [Ramsay| remairked: M.. Vice- Chairman. Before putting the Budget to the vote I would like to bring to the notice of the Council the need for a Police Judge in Frederiksted. Isee no reason why Frederiksted should not have its own judge. A great many of us are put to a great deal of inconvenience by our not having a recident judge. I would like to have this matter settled be- fore the bud- et is pas<ed. 2nd Memper for Christiansted Town [Canegata] remarked. Mr. Vice-Uhair- man. I would like to be informed about this: While nn ap inspection visit in Frederiksted a building on the premises of the Junior High School was shown to the Committee for which S4OO was asked to build a *2nce around. May [ now ask if that Fuailding is the property of *he Municipality ? : Goveroment Seecretary |[ZFaffney]: 1 can answer the Honorable Member by stating that the building is the property of the Government of the Virgin Islands. 2nd Member for Christiansted Town (Canzgata): Then I ean hold out favor- able reward to the Hororable 4th Mem- ber for Christiansted Country District (Ramsay). If he would look under item ol he will see $2,000. That could be budgetted as salary for a judge for the Police Court at Frederiksted. [t 1s expressiy stated that the Colonial Counecil is the only one authoriz- elto buy propariizs for the Municipality. 20d Appointed Member [Noll] moved that Ist discussion on the budget be closed and that 2nd discussion eome on itlem by item. Ist Member for Frederiksted Town [ Jackson]: Itis not fair to the people of this island to rush through in one day a budget affecting all the people of the is- land. 2nd Appointed Member [Noll]: Mr. Vice -Chairman. I withdraw my motion and now move that Ist discussion be closed. Ist Member for Frederiksted Country District [Andersen] seconded the mem- ber’s motion. The motion was put to the vote resuli- ing as fullows: 8 for; none against. The Vice-Chairman remarked: Ist Discussi~n is closed. 2nd Appointed Member [Noll] moved that 2nd discussion ¢ me on today. Ist Member for Frederiksted Country District [Andersen] secoded the mem- ber’s motio%' Government having given consent the \notion was put to the vote. 8 members voted for; none against. The Vice-Chiirman remarked: The necessary vote has not been obtained. The motion is lost. The Viece-Chairman was then requested by Government Secretary to call an ex- traordinary meeting at an early date. The Vice-Chairman then gave a recess of ten minutes. 4th Member for Christiansted Country District [Ramsay] and 4th Appointed Member |Blackwood] left the meeting during (he recess. On resumption of the Council after re- cess the Viee-Chairman requested mem- bers to prepare their voting tickets for a committee of 5 members to receive and report on the Insanity Law. 10 voting tickets were handed in. one was blank. Elected were: 2nd Member for Chris- tiansted Town [Canegata] and 2nd Mem- ber for Frederiksted Country District [Curry] with 7 votes respectively, Ist Member for Frederiksted Town (Jazkson) and 3rd Member for Christians:ed Town [Alexander] with 6 votes respectively and Ist Appointed Member (Coulter) with 4 votes. 2nd Appointed Memnber (Noll), 2nd Member for Christiansted Country Dis- trict (Berg) and 3rd Appointed Member (Armstrong) received 3 votes respectively. Ist Member for FKrederiksted ©ountry Distriet (Andersen) and 3rd Member for Thris*" _sted Country District (R. W. Skeolh) received 2 votes respectively and Ist Member for Christiansted “Town (Abramson) one vote, The Vice Chairman then called an ex- traordinary meeting of the Council for Wednesday the 27th. inst. at one o’clock p. m. Item 3. Colonial Coureil Bill No. 12, Session 1998-23, Ist Discussion on Celonial Councet! : Bill No. 12, draft ofean ordinance introduced by Government providing for the assessment, levy and coliee- tion of taxes for the Muuicipality of St. Croix. Ist Member for Frederiksted Town (Jackson) remarked: Mr. Vice-Chair- man. |1 have no information regarding this matter.
