VIRGIN ISLANDS WASTE MANAGEMENT AUTHORITY MANAGEMENT’S DISCUSSION AND ANALYSIS (UNAUDITED) FOR THE YEAR ENDED SEPTEMBER 30, 2016 - 4 - INTRODUCTION The Virgin Islands Waste Management Authority (the Authority) is a component unit of the Government of the Virgin Islands, established on January 23, 2004 pursuant to Bill No. 25-0082 by the Governor of the Virgin Islands. The Authority’s mission is to provide environmentally sound management of the collection and disposal of waste water and solid waste within the U.S. Virgin Islands (Territory). This section of the Authority’s financial report presents management’s discussion and analysis (MD&A) of the financial position and results of operations at and for the fiscal year ended September 30, 2016. This information is being presented to provide additional information regarding the activities of the Authority and to meet the disclosure requirements of Governmental Accounting Standards Board Statement No. 34, Basic Financial Statements and Management’s Discussion and Analysis for State and Local Government. …
