May 8, 2020 AMENDMENT SIX (6) IFB031DOEC20 (C)- Demolish Buildings 1-13 of the Evelyn Williams School, St. Croix, USVI. INSERT: Questions and Answers Question: To clarify, the asbestos removal contractor is only responsible for the removal of asbestos containing floor tile and mastic in buildings 1 through 11 and building13.Building 12 does not list asbestos removal of the bid form. Is this correct? Answer: The asbestos removal Contract shall only be responsible for removal in Buildings 1-11 and 13. No asbestos was found in Building 12. Question: The abatement contractor is required to provide clearance air monitoring per AHERA standards for each building. Is that correct? Answer: Yes, the Contractor is required to provide clearance air monitoring as per AHERA standards for Buildings 1-11 and 13. Question: Is further testing for asbestos or lead paint required and if so, should it be included in the price for this bid? Answer: Selective lead paint testing should be done. If lead paint is found, that will be treated as a change order. Perform asbestos testing of tile and mastic per EPA AHERA guidelines and include the cost for testing in line item 2. Question: What is the projected date of award and notice to proceed? Answer: The project is expected to be award one week following bid closing. DPP’s confirmation or alternate response is needed here. Question: Will water and power be available on site for use by contractors? Subject: Responses to Questions Posed with regards to IFB031DOEC20 (C): Demolition of Buildings 1-13 of the Evelyn Williams School, St. Croix District Page 2 of 4 Answer: The contractor can use VIDE water and power at the site and should coordinate with VIDE during the pre-construction meeting. Question: Is the concrete in the courtyard (steps, benches, theater seats, sidewalks, and misc. concrete surfaces) to be demolished? If so where should his be quantified on the bid sheet? Answer: No. Question: To the east of the highlighted area on the bid documents, there is an enclosed area with a transformer. Is this an acceptable termination point for Electricity? Answer: Yes. Question: Please clarify where the WAPA water service is to be terminated; At the edge of demolition, at the edge of the property, at an alternative location? Answer: WAPA water service is to be terminated at the edge of demolition and marked with a flag. Question: There is at least one cistern present at the site. Please clarify if these are to remove entirely, or if they can be perforated and filled with crushed concrete then covered over? Answer: Do not demolish the cistern. Question: There are several abandoned cars on the campus. Will VIDE remove these or should the contractor plan to remove these? If the contractor is to remove them, where should this cost be shown on the bid sheet? Answer: No. The contractor must remove and dispose of the cars in a legal and safe manner. VIDE will assist and cooperate to the fullest extent possible. Show this cost in line item 1. Question: Is seismic monitoring or survey of surrounding buildings required? If so where should this be carried on the bid sheet? Answer: Yes. Carry this item in line item 2. Question: We observed that Building 1 has a cistern. Do any other buildings have cisterns? Answer: VIDE does not have drawings of this facility and does not know for sure. The contractor should investigate each building to determine. If another cistern is found, this will be treated as a change order. Question: Is the cistern demolition included in the bid sheet quantities for building 1? Answer: No Question: Can the contractor use the cistern volume to place demolished concrete rubble? Subject: Responses to Questions Posed with regards to IFB031DOEC20: Demolition of Building 1-11 and 13 of the Evelyn Williams Schools Page 3 of 4 Answer: No. Question: Will the cistern walls and bottom be required to be removed? Answer: No. Question: We observed a substantial amount of concrete in the courtyard area (amphitheater, walkways, retaining walls). Are these concrete quantities included in the building quantities shown on the bid form? Answer: No. Question: Will the contractor be required to remove all trees within the courtyard area? Answer: No, the selected Contractor shall only remove legacy trees with a trunk diameter of 8” or larger. Question: Will the contractor be required to secure the site with fencing during demolition? Answer: Yes, the site should be secured with construction fencing. Question: Are there any special dust control requirements? Answer: No, there are no special dust requirements. However, the selected Contractor must implement any dust control requirements requested by the Department of Planning and Natural Resources. Question: What is the intended, post demolition site grading? Answer: Match existing finish grade at the edges of the extent of the disturbed area and slope to ensure positive drainage to follow the current drainage pattern. Do not leave holes or bowls/ponds on the site. The surface should be generally smoothed so that a person could safely walk on it. Question: Will the contractor be required to seed and water the disturbed area at the completion of demolition? Answer: Yes, in accordance with the requirements of the DPNR demolition permit. The cost should be carried in line item 1. Question: What are the acceptable working hours/days given the close proximity of homes? Answer: Acceptable working hours are Monday– Saturday during the hours of 7:00 a.m. – to 6:00 p.m. Question: We observed a small building to the east of building one that appeared to be an electrical room. Is the contractor required to do anything with this? Answer: No. Question: We understand that the existing parking lot is to remain. Is the contractor removing the concrete sidewalk and canopy that is on the north end of the parking lot? Answer: No. Question: Will pre and post foundation surveys and/or vibration monitoring be required at the adjacent residences? Answer: Yes, seismic monitoring or a survey of nearby foundations/cisterns required and should be reflected in line item 2 of the bid sheet. Question: Does the contractor have the option to recycle / re-use non- asbestos related materials from the site (i.e. process concrete through a crusher to create gravel)? Or will the owner require proof of landfill disposal for non-asbestos debris? Answer: Recycling is permitted for non-asbestos related materials. Question: In order to produce the best possible bid, a significant amount of site investigation is required. In light of this, is it possible to push back the bid submittal for 1 week? Answer: The Bid deadline may be extended to May 19, 2020 Question: Will cranes and equipment on site require safety certifications? Answer: Yes. All other terms and conditions remain the same. A copy of this amendment must be returned with your bid.
