IN THE HOUSE OF REPRESENTATIVES AUGUST 2, 2001 Mr. UNDERWOOD (for himself, Mr. FALEOMAVAEGA, and Mrs. CHRISTENSEN) introduced the following bill; which was referred to the Committee on Re- sources A BILL To increase the waiver requirement for certain local matching requirements for grants provided to American Samoa, Guam, the Virgin Islands, or the Commonwealth of the Northern Mariana Islands, and for other purposes. Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. WAIVER OF LOCAL MATCHING REQUIREMENTS. 3 (a) WAIVER OF CERTAIN MATCHING REQUIRE- 4 MENTS.—Section 501 of the Act entitled ‘‘An Act to au- 5 thorize certain appropriations for the territories of the 6 United States, to amend certain Acts relating thereto, and 7 2 •HR 2826 IH for other purposes’’, approved October 15, 1977 (48 1 U.S.C. 1469a; 91 Stat. 1164) is amended— 2 (1) in the last sentence of subsection (d), by 3 striking ‘‘by law’’; and 4 (2) by adding at the end the following new sub- 5 section: 6 ‘‘(e) Notwithstanding any other provision of law, in 7 the case of American Samoa, Guam, the Virgin Islands, 8 and the Northern Mariana Islands, each department or 9 agency of the United States shall waive any requirement 10 for local matching funds under $500,000 per grant (in- 11 cluding in-kind contributions) that the insular area would 12 otherwise be required to provide.’’. 13 (b) CONFORMING AMENDMENT.—Section 601 of the 14 Act entitled ‘‘An Act to authorize appropriations for cer- 15 tain insular areas of the United States, and for other pur- 16 poses’’, approved March 12, 1980 (48 U.S.C. 1469a–1 17 note; 94 Stat. 90), is amended by striking ‘‘, and adding 18 the following sentence’’ and all that follows through ‘‘Is- 19 lands.’’ and inserting a period. 20 Æ
