Notwithstanding any other law, the following sums, or so much thereof as may be necessary, is appropriated from any funds available in the Tourism Advertising Revolving Fund to the Department of Education for inter-scholastic competitions of Virgin Islands public high school athletes in games in the Virgin Islands and Puerto Rico, to the Department of Agriculture for operational expenses, and to the Department of Sports. Parks and Recreation for recreation and sports activity programs in fiscal year ending September 30, 2020. and shall remain available until expended. …
