WHERFEAS, Under and by virtue of Seection 4 of the Celonial J.aw (Nc. 124} published at Amalienborg, April 6, 1906, it is provided among other things as fol- lows: ‘ ““In extraordinary circamstances the Governor has authority to issu2 Pro-. visional Laws or Ordinances.’”’ AND, WHEREAS, by Section 2 of an Act of Congress entitled “‘An Act to pro- vide a temporary Government for tne West Indian lslands acquired by the United States from Denmark’’, ete.. ap- proved by the President on the 3rd day of March, 1917, it is further provided in said Act as follows: “*That, until Congress shall otherwise provide, in so far as compatible with the changed sovereignty and not in conflict w'th the provisions of this Act, the laws regulating elections and the electoral franchise as set forth in the code of laws published at Amalienborg the 6th of April, 1906, and the other local laws in force and effect in said Islands on the 17th day of January, 1917, shall re- main in force and effect in said Is-' lands’’ ; AND WH …

Danish West ladian Islands, under and ’ by virtue of th2 aforesaid| ws, consid- | ering extraorcinary circumstances as | now existing, in view of the increase in | prices of necessities of life, incidenc to | the aforementioned advance in the rate | of exchange, hereby determine and by | this proclamation do announce tha it is | essential, in order to provide suil.cient | means whereby the employes of the | Government of the said Virgin Islands ! of the United Srates may obtain suffeient | necessities of life under the salaries now paid to such embvloyes in the currency | qof the said Islands, and in order that | the pubiic good will be promoted thereby, | to add to the salaries of said employes, | do hereby authorize and direct, effective. } immediately and until otherwise provid- | ed, that! there shall be added to the sala- i ry of each employe of this Government | such further amounts, in local currzney, ! in addition to such salaries as will equal | the difference between the normal rate | of exchange ($1.04) and the rate of ex- | change existing when such sa'aries | are due and payable.
