Section 10) Amend first clause to read (from the word ‘‘The’’on the first line to the word ‘therzin’’ on the second line): The duty of keeping the reals in every guarter in good and serviceable condition is incumbent upon the owners of landed properties, factories or similar establish- menis situated therein, provided how- ever, that owners of 25 acres or less in any quarter be exempt from road work and that the road work incumbent on such small estates be alloted to the Muni- cipality. ANDERSEN, 4th Member for Frederiksted Country District. 4th Member for Frederiksted Countiy District [Andersen] remarked: Mr. Vice-Chairman As far as| remembor this draft of ordinauce is before the House on 2nd discussion and sections 8 11 and 12 have already been adopted. I'he amendment before you is self ex- planatory. My reason for bringing 1t up is to make sure that the ¢mall holder roads are kept in as good condition as the others, and also to relieve them of road work. 1 have in my possessiona survey of the road work on the islend and it totals 11,483 feet. The Chairman o° the Road Commissicn has estimated the crst of repairs to the roads to be 4bout two and a half cents per foot or $25.00 per thous:nd feet. I believe an wverage of SIO.OO per hundred feet can keep the roads in order. With these re- marks [ recommend the amendment to t}_lle favorabie consideration of the Couvu- ¢il. ¢ sth Appointed Member (Mc Intosh) in- quired of the Vice Chairman if a man owns two lots of land under 25 acres each whether such lots wiil come under municipal repairs? The Vice-Chairman in replying to the last speaker said, ~I think not. To my mind he will not he exempted. o9nd Member for Christiansted Town [Canegatl] remarked: Mr. Vice-Coair- man. With regard to the question raised by the Houorable sth Appointed Member, that seem 3 to me a very tri- fling matter and something that is going to cause unnecessary discussion, I saw a list myseif this morning and pol more than two individuals eomz uder that. The whole road work, it this amendment goes through, wiil now cost the Govern- ment S3OO. We could use our time to better advantage. sth Appointed Member (Mc litosh) re- marked, Mr. Vice-Chairman. | asked the question merely to get an under- standing as to whetner a man owning two lots of lan !, twentv-five acres in one quar- tar and nineteen in another auarter wiil come under municipal repairs. 1 would like to know whether sucn a man wiill ba exempt from road work r not? 20d Member for Caristiansted Towa (Canegitt) 1n reply o toe last sp2aker said, Che duty of keeping the roads in every quarter in repair rests with the owners of properties, but aecording o the amendmgut introduced by the Hon- orable 4th Member for Fredariksted Chuntry Discrict owners of less than 25 acres shall be exempted. 4th Member for Frederiksted Country [gistrict [Andersze] remarked: Mer. Vice Chairman. Suen a man will be exemnpiel. That’s a small matter. The Vice-Chatrman remarked: The ordinance specifically states that “owners of 25 acres be exempt from road work.” This is open to doubt. We have had many misunderstandings in the past, | would suggest that the word "‘so’”in the sixth line of the second paragraph be change1 to the word ‘‘suen’’ so as to make the line read “‘the road work in- cumbent on such small estates be allotted to the Muaicipality.”” {Government would prefer to have this matter cieared up today. 4+h Member for Frederiksted Country District [Andersen] remarked: Mr. Vice Chairman. Accord- ing to the werding of the amendment it seems that a man owning 25 acres ol§ land is not exempted from road work, but that only those who own less than 25 acres are « X ‘mpted.
