Office of the Commissioner CONTACT: Jamal Nielsen, Media Relations Coordinator jamal.nielsen@dpnr.vi.gov Thursday, March 7, 2024 PUBLIC NOTICE The Department of Planning and Natural Resources announces that pursuant to Virgin Islands Code, Title 12, Chapter 21, meetings of the St. Croix Committee of the Virgin Islands Coastal Zone Management Commission have been scheduled to begin on THURSDAY, MARCH 14, 2024 AT 6:00 P.M. at the University of the Virgin Islands Building REC Room 133/135. This hearing will also be held virtually via the video conferencing platform, Teams. Item on the agenda includes the Public Hearing for the Major Coastal Zone Management (CZM) Permit No. CZMJL0010-23/ Hibiscus Beach Hotel, LLC (HBH). The applicant requests permission to complete the following tasks: • Construct and develop a boutique beach side hotel and amenities normally associated with a hotel. • Construct a new bar, gymnasium, restaurant and pool. • Replenishment of the beach and the expansion of the greenspace footprint. …

The applicant requests permission to complete the following tasks: • Construct and develop a boutique beach side hotel and amenities normally associated with a hotel. • Construct a new bar, gymnasium, restaurant and pool. • Replenishment of the beach and the expansion of the greenspace footprint. • Improve the storm water drainage onsite and in the immediate area by installing underground storm water drains, the addition of four (4) retention ponds and underground storm water storage below newly developed additional paved parking. • Improvement to the existing storm water channel. • Create additional parking. • Relocate the public beach access with dedicated parking. • HBH proposes to develop a low-line seawall by implementing gray-green infrastructure to combat storm surges and loss of land. The proposed project is located on Plots 108-EB, EC, and ED, 47-AA, 109 C, D, E, S, T, and R Estate LaGrande Princess, St. Croix.
