PROJECT DESCRIPTION Il. A. Project Number - Project VI NH 107(3), 108(1) is located on the island of St. John, U.S. B. Virgin Islands. Description of Work - Work included roadway rehabilitation and drainage improvements on Route 107 from Route 10 to Lameshur Road and to Route 108 at Route 107. Environmental Considerations - A Coastal Zone Management Repair/Maintenance Permit was issued by the Virgin Islands Department of Planning and Natural Resources on September 9, 1999, for the rehabilitation work. The U.S. Army Corps of Engineers permit was issued by the Jacksonville District. PROJECT DATA A. Specifications - Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-96. Termini — For Route 107: Work began at the intersection of Route 10 (Station 0+000m) in Coral Bay and terminated at the start of the dirt road to Lameshure Bay (Station 6+995m). For Route 108: Work began at the end of existing concrete road (Station 10+00ft) and terminated at the intersection with Route 107 (Station 17+58ft). Length — 6.995 km Route 107 0.231 km Route 108 . Width - Route 107 - varied from 5.5 to 6.1 meters Route 108 — 4.87 meters E. Pavement Structure — The existing pavement structure consisted of: Route 107 — Stretches asphalt pavement of varying depth of 50 -65 mm and stretches of concrete pavement — 100 mm to 125 mm depth, all with no aggregate base Route 108 — Dirt road The new pavement structure: Route 107 — A 50 mm to 75 mm high asphalt concrete pavement (HACP) surface course over 25 mm to 100 mm of HACP wedge/leveling course. At various other locations, pavement was reconstructed with 150 mm aggregate base, grading C, and 200 mm of HACP combination base/surface course. Driveway connections and aprons consisted of 50 mm to 75 mm HACP surface course over 150 mm aggregate base. Route 108 — Varying depth of aggregate base and 200 mm reinforced Portland cement concrete pavement F. Structures — Three types of structures were constructed: 1. Energy Dissipater/Stilling Basin (Station 0+530) placed on the left side of road to dissipate storm water flow from the 750 mm culvert on Route 108, crossing Route 107 with a 900 mm culvert. 2. Drainage Structures include concreted and plastic culvert pipes (size 600 mm, 750 mm, and 900 mm), headwalls, and inlets. 3. Retaining Wall (Stations 4+405 to 44+-425) G. CM 001 also extended the contract by 36 calendar days. Contract amount increased by $111,405.00 Time increased by 36 calendar days for a new completion date of April 19, 2004 CM No. 002: This CM was issued to address overruns on several items of work and add funds for the construction of three bus shelters requested by the Virgin Islands’ government. This CM also extended contract time for the bus shelter work and for issues with delivery of materials caused by delays of the ferry service. Contract amount increased by $323,977.35 Time increased by 42 calendar days for a new completion date of CM No. 003: This CM adjusted the final quantities and had no effect on contract time. Contract time decreased by $128,757.94 . Problems — The Contractor encountered major delays with transportation of materials to the project site. Inadequate transportation service between St. Thomas and St. John was a result of maintenance and downtime by local barge services. Design details for the retaining wall and energy dissipater should have been included in the plans and not left for a VI contractor to provide. All other changes encountered in the field were considered minor and successfully coordinated and solved with EFLHD Design ®@ personnel. C. Recommendations — None D. Claims — None IV. It is further certified (1) that the results of verification tests taken during construction conform to validity of acceptance tests according to Federal Lands standards; and (2) that inconsistencies between verification and acceptance tests were responded to in accordance with Federal Lands Standards and so documented in the project records.
