IN THE HOUSE OF REPRESENTATIVES JULY 27, 2000 Mr. BACHUS (for himself, Mr. LEACH, Ms. NORTON, Ms. WATERS, Mr. LA- FALCE, Mr. FALEOMAVAEGA, Mr. UNDERWOOD, Mrs. CHRISTENSEN, Mr. ROMERO-BARCELO, and Mr. CASTLE) introduced the following bill; which was referred to the Committee on Banking and Financial Services A BILL To provide for a circulating quarter dollar coin program to commemorate the District of Columbia, the Common- wealth of Puerto Rico, Guam, American Samoa, the United States Virgin Islands, and the Commonwealth of the Northern Mariana Islands, and for other purposes. Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘District of Columbia 4 and United States Territories Circulating Quarter Dollar 5 Program Act’’. 6 2 •HR 5010 IH SEC. 2. ISSUANCE OF REDESIGNED QUARTER DOLLARS 1 COMMEMORATING THE DISTRICT OF COLUM- 2 BIA AND EACH OF THE TERRITORIES. 3 Section 5112 of title 31, United States Code, is 4 amended by inserting after subsection (m) the following 5 new subsection: 6 ‘‘(n) REDESIGN AND ISSUANCE OF CIRCULATING 7 QUARTER DOLLAR COMMEMORATING THE DISTRICT OF 8 COLUMBIA AND EACH OF THE TERRITORIES.— 9 ‘‘(1) REDESIGN BEGINNING IN 2009.—Notwith- 10 standing the fourth sentence of subsection (d)(1) 11 and subsection (d)(2) and subject to paragraph 12 (6)(B), quarter dollar coins issued beginning in 13 2009, shall have designs on the reverse side selected 14 in accordance with this subsection which are em- 15 blematic of the District of Columbia and the terri- 16 tories. 17 ‘‘(2) SINGLE DISTRICT OR TERRITORY DE- 18 SIGN.—The design on the reverse side of each quar- 19 ter dollar issued beginning in 2009 shall be emblem- 20 atic of 1 of the following: The District of Columbia, 21 the Commonwealth of Puerto Rico, Guam, American 22 Samoa, the United States Virgin Islands, and the 23 Commonwealth of the Northern Mariana Islands. 24 ‘‘(3) SELECTION OF DESIGN.— 25 3 •HR 5010 IH ‘‘(A) IN GENERAL.—Each of the 6 designs 1 required under this subsection for quarter dol- 2 lars shall be— 3 ‘‘(i) selected by the Secretary after 4 consultation with— 5 ‘‘(I) the chief executive of the 6 District of Columbia or the territory 7 being commemorated, or such other 8 officials or group as the District of 9 Columbia or the territory may des- 10 ignate for such purpose; and 11 ‘‘(II) the Commission of Fine 12 Arts; and 13 ‘‘(ii) reviewed by the Citizens Com- 14 memorative Coin Advisory Committee. 15 ‘‘(B) SELECTION AND APPROVAL PROC- 16 ESS.—Designs for quarter dollars may be sub- 17 mitted in accordance with the design selection 18 and approval process developed by the Sec- 19 retary in the sole discretion of the Secretary. 20 ‘‘(C) PARTICIPATION.—The Secretary may 21 include participation by District or territorial 22 officials, artists from the District of Columbia 23 or the territory, engravers of the United States 24 Mint, and members of the general public. 25 4 •HR 5010 IH ‘‘(D) STANDARDS.—Because it is impor- 1 tant that the Nation’s coinage and currency 2 bear dignified designs of which the citizens of 3 the United States can be proud, the Secretary 4 shall not select any frivolous or inappropriate 5 design for any quarter dollar minted under this 6 subsection. 7 ‘‘(E) PROHIBITION ON CERTAIN REP- 8 RESENTATIONS.—No head and shoulders por- 9 trait or bust of any person, living or dead, and 10 no portrait of a living person may be included 11 in the design of any quarter dollar under this 12 subsection. 13 ‘‘(4) TREATMENT AS NUMISMATIC ITEMS.—For 14 purposes of sections 5134 and 5136, all coins mint- 15 ed under this subsection shall be considered to be 16 numismatic items. 17 ‘‘(5) ISSUANCE.— 18 ‘‘(A) QUALITY OF COINS.—The Secretary 19 may mint and issue such number of quarter 20 dollars of each design selected under paragraph 21 (4) in uncirculated and proof qualities as the 22 Secretary determines to be appropriate. 23 ‘‘(B) SILVER COINS.—Notwithstanding 24 subsection (b), the Secretary may mint and 25 5 •HR 5010 IH issue such number of quarter dollars of each 1 design selected under paragraph (4) as the Sec- 2 retary determines to be appropriate, with a con- 3 tent of 90 percent silver and 10 percent copper. 4 ‘‘(C) SOURCES OF BULLION.—The Sec- 5 retary shall obtain silver for minting coins 6 under subparagraph (B) from available re- 7 sources, including stockpiles established under 8 the Strategic and Critical Materials Stock Pil- 9 ing Act. 10 ‘‘(D) TIMING AND ORDER OF ISSUANCE.— 11 Coins minted under this subsection commemo- 12 rating the District of Columbia and each of the 13 territories shall be issued during 10-week inter- 14 vals in the following order: the District of Co- 15 lumbia, the Commonwealth of Puerto Rico, 16 Guam, American Samoa, the United States Vir- 17 gin Islands, and the Commonwealth of the 18 Northern Mariana Islands. 19 ‘‘(6) OTHER PROVISIONS.— 20 ‘‘(A) APPLICATION IN EVENT OF ADMIS- 21 SION AS A STATE.—If the District of Columbia 22 or any territory becomes a State before the end 23 of the 10-year period referred to in subsection 24 (l)(1), subsection (l)(7) shall apply, and this 25 6 •HR 5010 IH subsection shall not apply, with respect to such 1 State. 2 ‘‘(B) APPLICATION IN EVENT OF INDE- 3 PENDENCE.—If any territory becomes inde- 4 pendent or otherwise ceases to be a territory or 5 possession of the United States before quarter 6 dollars bearing designs which are emblematic of 7 such territory are minted pursuant to this sub- 8 section, this subsection shall cease to apply with 9 respect to such territory. 10 ‘‘(C) TERMINATION OF PROGRAM.—This 11 subsection shall cease to apply as of the end of 12 the 10-week period beginning on the date quar- 13 ter dollars commemorating the Commonwealth 14 of the Northern Mariana Islands are first 15 issued. 16 ‘‘(7) TERRITORY DEFINED.—For purposes of 17 this subsection, the term ‘territory’ means the Com- 18 monwealth of Puerto Rico, Guam, American Samoa, 19 the United States Virgin Islands, and the Common- 20 wealth of the Northern Mariana Islands.’’. 21 Æ
