GOVERNMENT OF THE VIRGIN ISLANDS OF THE UNITED STATES Public Services Commission IN RE , Docket No. 623 TELRITE CORPORATION D/B/A LIFE WIRELESS Order No. 31/2014 PETITION FOR LIFELINE ONLY ELIGIBLE TELECOMMUNICATIONS CARRIER DESIGNATION IN THE U.S. VIRGIN ISLANDS Ne Ne ee ee Nee Ne ORDER WHEREAS, on October 17, 2013, the Virgin Islands Public Services Commission (hereinafter “the Commission” or “PSC”) received an application from Telrite Corporation d/b/a Life Wireless (hereinafter “Telrite”) requesting designation as an Eligible Telecommunications Carrier in the United States Virgin Islands for the limited purpose of offering Lifeline service to qualified households; and WHEREAS, on December 19, 2013, in Order 25/2014 the Commission voted to SUSPEND Telrite’s Petition pending Telrite’s action in response to the Federal Communication Commission’s (hereinafter “FCC’) Notice of Liability; and ~ WHEREAS, Order No. 25/2014 ORDERED Telrite to file a report with the PSC no later than March 19, 2014, and if Telrite determines not to appeal, Telrite should file a copy of the payment receipt with a statement detailing the financial arrangements; and WHEREAS, on February 21, 2014, the Commission received a Motion to File Confidential Documents Underseal from Telrite Corporation d/b/a Life Wireless (hereinafter “Telrite”), requesting an Order allowing Telrite to file an un-redacted version of a document containing trade secrets relevant to its Petition for a Lifeline-Only Eligible Telecommunications Carrier Designation, currently before the Commission; and WHEREAS, on March 7, 2014, Telrite filed its Notice of Apparent Liability Response Letter and Formal Response; and WHEREAS, on March 26, 2014, the Commission met in regular session at its both offices on St. Croix and St. Thomas; and WHEREAS, the Commission has been advised by its staff to await the filing of additional financial information from Telrite, and anticipates that such filing will be accompanied by a further motion to file documents under seal; and
