Pre-Bid Conference: A Pre-Bid Conference will be held on Thursday, July 19, 2018 at 11:00 a.m. Cost per Set: 50.00 NON REFUNDABLE Liquidated Damage: $100.00 Completion Time of Work: 60 calendar days Information regarding bidding documents Bidding Documents include the Public Notice, this Invitation to Bid, Instruction to Bidders, Contractor’s Qualification Statement, the Contract, Performance and Payment Bonds, General Provisions, Special Provision, Supplemental Specifications, Plan and Specifications. All documents may be obtained from the Department of Property and Procurement. Each bid must be accompanied by a Bid Guarantee as provided for in Form No. P&P-ITB-CC-16-73 (Instruction to Bidders) which is hereby made a part of this Invitation and by this reference incorporated herein as fully and effectively as if set forth in detail. Bid Guarantee for Preferred Bidders will be a specified in 31 V.I.C. 236a (Act No. 2995 approved April 16, 1971) if Preferred Bidders Act applies. If Preferred Act Form No. DPP-IFB-55-75 APPROVED Com. DPP October 30, 1974 REVISED: 3-18-08 does not apply, failure to provide a five (5%) percent bond will render the bid unresponsive. It is the Bidder’s responsibility to determine if the Act Applies. The Bid Guarantee for bidders not claiming or having the status of a preferred bidder will be Five (5%) per cent of the bid price. Bid Guarantee will be in the form of a Bond (Corporate or Individual Surety), Money Order, Certified Check, Irrevocable Letter of Credit or Cash, No Bidder will be allowed to withdraw his bid within a period of thirty (30) calendar days following the date set for the opening thereof. Preferred Bidder: Any bidder claiming eligibility as a “preferred bidder” under the provision of the Preferred Bidder’s Act (31 VIC 236a — Act No. 2995, approved April 16, 1971) must request that his name be added to a preferred bidder’s list to be maintained by the Commissioner of Property and procurement. If a bidder has not previously filed a notarized Certificate with the Commissioner of Property and Procurement, copies thereof may be obtained from the Department of Property and Procurement, Division of Procurement, Building No. 1, Sub Base, Third Floor, St. Thomas, Virgin Islands and/or from 3274 Estate Richmond, Christiansted, St. Croix, Virgin Islands. THOMAS, VIRGIN ISLANDS 00803-1118 PHONE: (340) 775-6762 DPNR-Division of Fish & Wildlife Archery Range: Scope of Work Statement Background The Division has offered an introduction to basic archery for the schools and youth groups for several years at the Horace Clarke Sports Complex in Frederiksted. The community is now asking for more opportunities to learn about and practice archery. We are expanding the current archery program from “National Archery in the Schools Program” compound target archery, to increase the types (Recurve, Compound and Long bow) and styles (Field and 3-D) of archery available. The numbers of participants on our Saturday training are beginning to exceed the carrying capacity for the field. Needs To provide these opportunities for the public, a range is required so that the archery activities do not conflict with other sports also wanting to use existing fields. Having a dedicated field would allow the Department to provide alternative days of Archery to participants that cannot participate on Saturdays. Approach The Division has worked with SPR and have identified a field that is managed by SPR. The field was used for refuse collection after Hurricane Hugo, the trash has been removed, but the field was not restored. SPR had agreed with our proposal to develop a public archery range. The range development plan is divided into 3 phases 1) Field Preparation, 2) Development of Range (including handicap access), and 3) Securing Range. The field preparation includes removal of trees, and leveling the ground. Development of the range consists of installing cement walkways for the public and two handicap access paths to the targets. The range security is to ensure the safety of the non-archery public, keeping them from accidentally accessing the range Expected Results and Benefits Completion of this archery range will allow our program greater availability and flexibility to provide archery education and practice to the public. Archery as an afterschool activity becomes an opportunity previously unavailable. This dedicated range will allow us to hold the first competitions for students as it will not interfere with spatial needs and safety of other sports. The size and safety aspects of the range will allow us to accommodate many more people that can currently be served. Most importantly a dedicated range provides a sense of permanence and structure for the program and participants. Task 1: Field Preparation Objective: Clearing and leveling of range. Approach: Two contractors will be hired to complete both actions in Objective One. DFW staff will oversee the contractor via site visits during the working period to ensure that work is progressing per the contract that was negotiated for performance of the work. Activity 1.1 Advertise for contractors. DFW staff will advertise the need for contractors locally. Contractors will be invited to submit quotes on the project. DFW management staff will select the most competitive bid. Activity 1.2 Negotiate and draft a contract to perform repairs. DFW staff will meet with the selected contractors and develop comprehensive plans to complete clearing and leveling of property that will minimize environmental impacts. Activity 1.3 Oversee repair work, DFW staff will make site visits during active construction/services to ensure that work is progressing per schedule. If there is any problem or delay DFW staff will meet with the contractor and produce a plan that will get the work back on track and ensure that the project is completed on time. Task 2: Development of Range. Objective: Develop necessary concrete slabs, parking areas, and walkways. Approach: A local building contractor will be employed to perform the needed construction, and DFW will provide specific plans for work to be done. A contract will be negotiated for purchase of materials and performance of the work. DFW staff will oversee the contractor via site visits during the working period. Activity 2.1 Advertise for contractors. DFW staff will advertise the need for contractors locally through the Department of Property & Procurement. Contractors will be invited to bid on the project. DFW management staff along Property & Procurement staff will select the most competitive bid. Activity 2.2 Negotiate and draft a contract to perform repairs. DFW staff will meet with the selected contractors and develop comprehensive plans to construct necessary concrete slab, parking areas, and walkways that minimizes environmental impacts. Task 3: Securing of Range Objective: Install fencing around designated archery property. Approach: A local contractor will be employed to perform the needed fencing. A contract will be negotiated for purchase of materials and performance of the work. DFW staff will oversee the contractor via site visits during the working period. Activity 3.1 Negotiate and draft a contract to perform fencina. DFW staff will meet with the selected contractor and develop comprehensive plans to fence property while minimizing environmental impacts and maximizing security to the Brugal archery range property. Work is to include: Fencing of designated area (245ft x 350ft) Installation of Internal Fencing (255ft) Installation of Exterior Fencing (6ft with barb wire and 2 main gates) Installation of 4f gate (3) Installation of 6ft gate (2) Installation of 14ft gate (3) Installation of 20ft gate (2) Installation of outer security fencing. Activity 3.3 Oversee repair work. DFW staff will make site visits during active fencing to ensure that work is progressing per schedule. It is the Contractor's responsibility to ascertain that the required material and quanties are included in the Bid Sheet in the event that there is a descrepency between what the Contractor estimates is required to complete said project. Any descrepancies in values or material required must be identified at the time of the Pre-Bid meeting. Once the contract is executed, the Contractor will be required to complete the project based on selected bidder's contractual agreement cost.
