Domingo Collazo, a Parto Rican res- ident in New York znd who is a can- didate for Congress on the Socialist- Labour ticket, in a recent letter to the New York Herald, complains that Porto Ricans have been denied regis- tration by boards of registry, on the ground that natives of the island born before the coming of the American flag were foreigners and not American citi- zens. Mr. Collazo must be incorrect in his statement or else all the facts have not been furnished him. Under the Jones Act Porto Rictans'became American citi- zens unless they preferred to retain their Porto Rican citizenship. . Mr. Collazo is himself proof that his complaint is unfounded. He is a Por to Rican born before 1898 now a resi- dent in New York City and not orly entitled to vote but to mpccupy public office. How else could he be a candi- date for Congress.—lbid. Small shipments were made last week, some are going forward this week and it is likely that the movement will continue. Any recurrance of the high prices of May and June is no {longer heped for. Thirty cents sugar, 25 cents sugar is a hope of the past and holders are now -seemingly convinced that it is time for | them ;to take their losses and liquidate before the new crop comes onb. Most losses are limited to a shrinkage of prospective profits, rather than an ac- tua' 'oss due to sales below cost of pro- du. sn. Bat it is not a pleasant feeling that the sugar man must have in selling sugar at 8 cents that he mig t have sold at 18 or 22 cents, if only. ..... ~ In the past few days the sugar market has be~ome somewhat stronger, and this has encouraged sugar holders to ship and sell. There can be little eredit toa re- port that the United States has offered to take over the balance of the Cuban erop at éO cents. Yet this report was girculated here based on information cabled to the island. Bankers here are believed to be ur- ging sugar holders to sell gradually. Fortunately no such. condition has ex- isted here as in Cuba and while the banks have been reducing their sugar loars constantly at no time were they over-loaned on sugar. - Should an average of 8 cents per pound be realized for the sugar now heid in the island it will mean at least $10,000,000 more put in cieculation here or placed to he island’; credit.
