Samuel in 1943; and WHEREAS, Mr. Sewer is the father of M. Abigail Casey, Elise Kean, Lawrence, Llewellyn, Calis and Oswin Sewer; and WHEREAS, in 1956, Mr. Sewer became the first boat captain for the St. John Development Corporation; and WHEREAS; in 1964, Mr. Sewer formed the Transportation Boat Company; and WHEREAS, Mr. Sewer became harbor master for St. John while continuing to work for the Virgin Islands Port Authority; and WHEREAS, Mr. Sewer used his vessel, the “Jolly Roger”, as a floating classroom for the Depart nt of Education’s Environmental Studies Program (ESP); and WHEREAS, Mr. Sewer began the first regular boat service between Cruz Ba St. John and Tortola, British irgin Islands; and * WHEREAS, Mr. Sewer and his wife owned and operated “Vic’s Rendezvous”, the first night club/community center on St. John; and WHEREAS, Mr. Sewer and his wife also owned and operated “Huldah Sewer’s Guest House” presently known as “The Inn at Tamarind Court’; and WHEREAS, Mr. Sewer believed in service above self attending to the youth of St. John by teaching the art of basket making; Now, Therefore, Be it enacted by the Legislature of the Virgin Islands: SECTION 1. The Legislature of the Virgin Islands on behalf of the people of the Virgin Islands honors and commends Mr. Victor W. Sewer posthumously for his dedicated service to the St. John community, and renames the area formerly used as the barge docking area and known as the “Cruz Bay Creek”, “The Victor W. Sewer Marine Facility” in his honor. The Governor of the Virgin Islands shall cause to be prepared a distinctive sign bearing the inscription “The Victor W. Sewer Marine Facility”, and the Governor shall cause the sign to be affixed in a conspicuous place at the marine facility. SECTION 2. The President of the Legislature or the President’s designee shall present a perma plaque copy of this Act to the designated relative of Mr. Victor W. Sewer at an appropriate ceremony.
