Oriol Director of Coastal Zone Management Dept. of Planning and Natural Resources 45 Estate Mars Hill, Frederiksted St. Croix, VI 00840 Subject: FHWA Project#: NP VIIS 413(1), Lyne House Access Road Repairs Virgin Islands National Park Coastal Zone Management Federal Consistency Determination and Request for Repair and/or Maintenance Waiver Dear Mr. Oriol: The Eastern Federal Lands Highway Division of the Federal Highway Administration (FHWA), in cooperation with the National Park Service (NPS) proposes to repair storm damage along Lyne House Access Road on the island of St. John in Virgin Islands National Park. Portions of the proposed project area are located within the Tier 1 Coastal Zone (Figure 1). The proposed project consists of embankment repairs at two locations along Lyne House Access Road and drainage improvements at the gravel loop to Lyne House (Figure 2). Lyne House Access Road provides the only vehicular access to two NPS housing units for Virgin Islands National Park staff. Proposed work will be limited to the existing footprint of previously disturbed areas as much as practicable, as shown in the attached plans. FHWA has determined that the proposed project is consistent with the Virgin Islands Coastal Zone Management Program. FHWA respectfully requests your review of the project and your concurrence with this determination. Enclosed you will find FHWA’s Coastal Zone Consistency Determination, a completed Request for Repair and/or Maintenance Waiver, a copy of the signed Categorical Exclusion (CE) with Section 7 of the Endangered Species Act and State Historic Preservation Office consultation/documentation, site photos, and a digital copy of the project plans. Hard copies of the plans will be mailed to your office.
