WHEREAS, Theovald Eric Moorhead, opened several businesses in St. John starting with Mooie’s Bar in 1956, Moorehead Real Estate in 1966, and Moore’s Corporation in 1970; and WHEREAS, Theovald Eric Moorhead was vice president for the St. John Corporation from 1958 to 1964 and was affiliated with National association of Real estate Appraisers, the American College of real Estate Appraisers and the American College of Real Estate Consultants; and WHEREAS, Theovald Eric Moorhead, was' elected to the first Constitutional Convention in 1964 and was also elected to the third Constitutional Convention in 1977; and WHEREAS, Theovald Eric Moorehead, was elected to the Virgin Islands Legislature as a Senator in 1956 and served as a Senator from the second Legislature through the eight sponsoring more than 50 pieces of legislation: including a resolution urging the U.S. Senate to pass what is now known as the Civil rights Act of 1964 and he . was instrumental in sponsoring legislation to amend ‘the Virgin Islands Code to give the Virgin Islands Representative a vote in congress; and — ) WHEREAS, Theovald Eric Moorehead was the second elected Senator from the island of St. John succeeding Julius Sprauve, the first elected Senator from St. John; and WHEREAS, Theovald Eric Moorehead was instrumental in forming the first volunteer fire service on the island of St. John; and . | WHEREAS, Theovald Eric Moorehead was the first chairman of the Port Authority in St. John and paid for the first drawing of the commercial docking facilities at Enighed Pond in St. John; and WHEREAS, The legislation offered by Theovald Eric Moorehead focused on growth and development of St. John, and when groundbreaking ceremonies were held at Enighed Pond in 2003, residents recalled that it was Theovald Eric Moorehead who had the vision to see that St. John needed a commercial port and suggested that the facility be named in his honor; Now Therefore; Be it enacted by the Legislature of the Virgin Islands: SECTION 1. The Legislature of the Virgin Islands, on behalf of the people of the Virgin Islands, recognizes and honors the late Theovald Eric Moorehead for his outstanding contributions to the Virgin Islands community and its social, economic and political development. Notwithstanding the limitations established in 29 V.I.C., §577, the Enighed docking and terminal facilities at No. 1 Enighed Pond, St. John is named “The Theovald Eric Moorehead Dock and Terminal”. The Virgin Island Port Authority shall erect a bronze plaque to the Main Building bearing: the name of this renowned Virgin Islands political and community activist, Theovald Eric Moorehead. SECTION 3. A perma plaque of this Act shall be presented to the family of Mr. Theovald Eric Moorehead by the President of the ‘Legislature, or his designee, at an appropriate ceremony.
