Federal Consistency Determination Pre-Application Request Office of Disaster Recovery (ODR) HMGP #004-36-85424 FEMA 4340-DR-VI Ezra Fredricks Ball Park – Non-Historical Project Parcel #22 Nadir, Redhook Qtr., St. Thomas, VI 00802 User Agency - Government of the U.S. Virgin Islands Department of Sports, Parks and Recreation Vincent Roberts, Commissioner Prepared By: February 18, 2026 Project Scope The proposed project consists of the restoration and upgrade of the Ezra Fredericks Ballpark located at Parcel No. 22 Estate Nadir, Red Hook Quarter, St. Thomas, U.S. Virgin Islands. The work is intended to repair storm-related damage, enhance the durability of site infrastructure, and improve the overall functionality of this established community recreational facility. The project includes construction of a new concession and restroom building designed to support ballfield operations and public use, along with accessibility improvements and supporting infrastructure necessary to meet current building and safety standards. The new facility will incorporate utilities and stormwater considerations appropriate for the site and will be constructed within the limits of the existing developed footprint. In addition to the new building, the project includes replacement and upgrading of damaged site elements such as fencing, gates, seating, and other recreational infrastructure to restore safe operation of the ballpark. Associated sitework will involve limited grading, drainage coordination, and utility improvements required to support the upgraded facilities. Wastewater generated by the concession and restroom building will be managed through an on-site septic system with subsurface disposal. All work will occur within the boundaries of the previously developed recreational complex and will not expand the site or alter its established use as a public athletic facility.
