VEHICLE LISTING 27-28 1 DEPARTMENT’S OVERVIEW Chartered in 1962, the University of the Virgin Islands (UVI) began with the opening of its St. Thomas campus in July 1963, followed by the launch of an evening program on St. Croix in 1964. Originally named the College of the Virgin Islands, it was renamed the University of the Virgin Islands in 1986 to reflect its expanded academic offerings, research initiatives, and community engagement. That same year, the U.S. Congress designated UVI as one of America’s Historically Black Colleges and Universities (HBCUs), making it the only HBCU located outside the continental United States. As a publicly funded, land-grant institution, UVI provides a diverse range of academic and professional programs aimed at increasing educational and economic opportunities throughout the U.S. Virgin Islands. With approximately 1,741 students and 195 faculty members, UVI operates on two campuses—the Albert A. Sheen Campus on St. Croix and the Orville E. Kean Campus on St. Thomas—through six colleges and schools offering degrees in Business, Education, Nursing, Agriculture, and the Sciences; as well as through the support of its Centers and Institutes. UVI CENTERS AND INSTITUTES Agricultural Experiment Station conducts basic and applied research to meet the needs of the local agricultural community in increasing production, improving efficiency, developing new enterprises, preserving and propagating germplasm unique to the Virgin Islands, and protecting the natural resource base. Active facilitation of 32 projects in agronomy, animal science, aquaculture, biotechnology, agroforestry, & horticulture. Caribbean Exploratory Research Center for Excellence Established by the UVI’s Nursing Division the CERC provides opportunities to examine the complex variables culturally that contribute to health disparities within the islands. Caribbean Green Technology Ctr An initiative coordinated by the College of Science and Mathematics, CGTC utilizes research, education and workforce development to promote sustainable, renewable and alternative energy technology in the Virgin Islands and the Eastern Caribbean territory by extension. Center for Marine & Environmental Studies Addresses environmental problems unique to tropical island communities and advances knowledge and learning in coastal marine systems through research, education and outreach programs. CMES collaborates with local organizations, other universities and government agencies to assess and monitor marine ecosystems and identify methods of conserving fisheries, marine and coastal areas that provide support for sustainable natural resource management. Center for the Study of Complementary and Alternative Medicine Utilizes scientific evidence to provide support towards a holistic approach to healing and establish mechanisms for community outreach. Center for Excellence in Leadership and Learning Established to provide workforce and professional development training needs critical to the economic prosperity of the Virgin Islands and surrounding Caribbean islands. 2 Cooperative Extension Services Dedicated to delivering research-based educational programs and information that address critical issues affecting families, individuals and the communities of the U. S. Virgin Islands. Eastern Caribbean Center Consists of the Research Institute and the Conservation Data Center. The Research Institute compiles and analyzes demographic, social and economic data, and disseminates this data into various forums and formats. The Institute also conducts scientific surveys to measure the Territory's population and housing characteristics. Etelman Observatory Serves as a center for science, technology, engineering and mathematics (STEM) education excellence, a venue for public science outreach activities, and a fundamental astrophysics and geophysics research station. The Etelman Observatory has the only research-grade optical telescope in the Caribbean and the most powerful optical telescope ever available in the Caribbean region for use by the general public. Innovation Centers Equipped with computers, 3-D imaging cameras, printers,and white boards; the Innovation Centers encourage “creative collisions and serves as a place for students to meet and discuss ideas. Institute of Geocomputational Analysis & Statistics An active online repository for geographic and spatially-explicit data on the Caribbean region, The Institute for Geocomputational Analysis & Statistics works with social, physical, biological, policy, demographic data that are tied to geographic location for research, policy, and management. Reichold Center for the Arts An outdoor amphitheater which offers the consummate regional theater-going experience. Research & Technology Park A specialist economic development program that is designed to bring investment to the United States Virgin Islands by managing an incentive program and offering other advisory and technical services. Small Business Development Ctr A collaborative effort between the University and the Small Business Administration, the SBDC provides small business owners and aspiring entrepreneurs with practical assistance required to prosper in today's economy. Sheen Campus in St. Croix is at 94% completion. According to UVI, the anticipated deadline date for completion was March 2026, but due to funding there were some delays in construction which have now resumed. The state-of-the-art facility will span 11,800 square feet and is set to replace the modular units that have housed the Nursing faculty, students, and staff since 1997. The University received additional funding in the amount of $2,300,000 for the University of the Virgin Islands Scholarship Revolving Fund (Act No.9092) for FY 2026. To date, the University has only received 46.9% of its appropriation. Furthermore, the FY 2026 allotment of $34,977,962 was reduced by $1,236,103, according to the Office of Management and Budget allotment log distributed on July 6, 2026. The findings primarily involved weaknesses in financial statement preparation, untimely federal reporting, grant administration, and internal controls. University management agreed with the findings and developed corrective action plans for each issue. 14 Management's Response The University agreed with the audit findings and committed to strengthening its financial management and compliance framework through: • Enhanced monitoring and supervisory reviews. • Monthly and year-end financial closing calendars. • Improved account reconciliations and documentation. • Better tracking of federal reporting deadlines. • Stronger grant management controls. • Clear assignment of reporting responsibilities. • Additional staff training and evaluation of accounting resources. • Improved contract review procedures to ensure compliance with federal requirements. An improvement over the previously released audit, there were no reporting of fraudulent transactions however, there were significant deficiencies in internal controls and compliance processes. Most findings related to delayed reporting, documentation, and oversight rather than misuse of funds. The University's corrective action plans focus on improving governance, strengthening financial reporting, enhancing grant compliance, and reducing the risk of future audit findings.
