King Airport Authorized the Executive Director to temporarily suspend the rent provisions of the Concession Agreement with the car rental companies at the CEKA Terminal for April, May, and June 2020 due to the economic losses experienced because of the COVID-19 pandemic. Tenants that do not provide their financial information will not be granted the waiver. The Board also authorized the Executive Director to grant further waivers if the car rental agencies’ gross income is reduced by more than 15% and considering other economic factures, including the impact on VIPA’s financial situation through Dec. 2020. PROPERTY COMMITTEE Centerline Car Rentals, Inc. Approved the assignment of the lease agreement between VIPA and Centerline Car Rentals, Inc. that was executed on 14 May 2014 to its affiliate, Centerline Car Rentals LLC, and approved the increase of the tenant’s concession fee from 7% to 9% for a period of five years (1 Oct 2019 – 30 Sep 2024) consistent with the increase applicable to all car rentals operating at HERA. Global Solutions LLC Proposed Hotel Development (Lease Agreement) Authorized the Executive Director to negotiate a land lease between VIPA and Global Solutions LLC to construct a 4-star resort on VIPA-owned land adjacent to the Henry E. Rohlsen Airport Terminal on St. Croix. The property will be leased at fair market value. Virgin Islands Port Authority Board Meeting Actions List October 21, 2020 Board Meeting PROJECTS & OPERATIONS COMMITTEE HERA Airfield Electrical & Vault Construction – Bid Award to V.I. Paving, Inc. Approved $3,314,230.01 bid proposal by V.I. Paving, Inc. for the HERA Runway 10-28 electrical improvements and vault construction. Funded 100% by FAA CARES Act AIP Grant HERA Airfield Electrical & Vault Construction Phase Services – AID Task Order #16B Approved Task Order 16B in the amount of $307,313.05 to authorize VIPA’s HERA A/E consulting firm American Infrastructure Development (AID) to provide construction administration services to the new airfield lighting vault with generator system at the Rohlsen Airport. Funded 100% by FAA CARES Act AIP Grant. CEKA Commercial Apron Pavement Reconstruction – Bid Award to Consolidated Asphalt and Civil Works LLC Approved bid proposal in the amount of $4,156,916.40 from Consolidated Asphalt and Civil Works LLC to perform Phase 1 of the CEKA commercial apron pavement reconstruction. Funded 100% by FAA CARES Act AIP Grant CEKA Commercial Apron Pavement Reconstruction Phase 1 Construction Phase Services – Task Order #27 to Kimley Horn and Associates Approved Task Order #27 in the amount of $176,000 for VIPA’s CEKA A/E consulting firm Kimley Horn and Associates to perform construction phase services on Phase 1 on the CEKA Commercial Apron Pavement Reconstruction. Funded 100% by FAA CARES Act AIP Grant U.V. Fredericks Marine Facility Annex – Task Order #28 to Moffatt & Nichol Approved Task Order #28 in the amount not to exceed $138,450 to VIPA’s marine consultant Moffatt and Nicol to design the modification of the Red Hook Terminal Annex design. The modification will reflect the value engineering agreed to on 30 Jul 2020 between Lemartec, U.S. Customs and Border Protection and VIPA. Funded via Fiscal Year 2021 Budget PERSONELL COMMITTEE No actions taken. No executive session was held.
