(809) 793-6555 *64745* 64745 * ...r MONTHLY PROGRESS REPORT NO. 24 February 14, 1994 RE: Administrative Order on Consent Index No. II - RCRA - Proceeding 7003 & 9003-92-0401 This status report includes the work performed during the period from January 1 through January 31, 1994. WORK COMPLETED DURING PREVIOUS MONTH Solicited Request for Bids (RFBs) and qualifications from potential laboratory subcontractors. Forwarded Storm Sewer Discharge Permit and Information to Blasland & Bouck. Received and reviewed drilling subcontractor responses to RFB. Began preparation of Contract for Selected Drilling Subcontractor- Suelos, Inc. Obtained copy of Home Petroleum (KFC) file and reports from the U.S. Virgin Islands Department of Planning and Natural Resources (DPNR). Prepared and distributed "Compilation Geologic Logs and Well Construction Details, Tutu Wells Site, St. Thomas, U.S. Virgin Islands" to USEPA and PRP Technical Committee. Collected neccessary maps, deeds, owner addresses, etc., for access agreements and Earth Change Permit Application. Prepared site access agreements for Phase II Drilling Locations. Distributed Site Access Agreements to land owners of Phase II Drilling Locations via certified mail and in person on January 14, 1994. Participated in conference call with PRP Technical Committee on January 18th regarding USEPA Draft Comments on Phase II Work Plan. On January 20, 1994 Geraghty & Miller received a letter via facsimile from John K. Dema, Esq. (Attorney for Four Winds Plaza Partnership) requesting confirmation that our proposed work will be in accordance with the existing site access agreement between TEIC and Four Winds. Geraghty & Miller is preparing a response and notification per the existing agreement. Attended January 21, 1994 meeting between USEPA, TEIC, and Geraghty & Miller regarding USEPA Draft Comments on Phase II Work Plan. Thomas Danahy (Geraghty & Miller) and Ralda Simmonds, Esq. (VIHA) had a telephone conversation on January 25, 1994 regarding the access agreement. Ms. Simmonds requested notification that USEPA has approved this work. Mr. Danahy contacted Caroline Kwan (USEPA) requesting this notification. Ms. Kwan sent a letter to Ms. Simmonds. TUT O06 1280 On Januaty 26, 1994, Thomas Danahy (Geraghty & Miller) had a telephone conference with Carol Ann Rich, Esq. (Attorney for Ramsay) and Ivan Cooper (Cooper Environmental; Ramsay's consultant) regarding the proposed work and site access agreement for the Ramsay property. Ms. Rich will consult with Ramsay and then provide a response. Access approval may be forthcoming in the near future. Split samples of soil for Cooper Environmental may be required. Prepared Soil Gas Survey Grid Maps for VIHA and Curriculum Center; Distributed to USEPA. Geraghty & Miller prepared a letter dated January 28, 1994 requesting missing pages from Cooper Environmental December 1993 report. On January 28, 1994, Geraghty & Miller, Inc. received a letter dated January 26, 1994 from the U.S. Virgin Islands Department of Justice, requesting revision to the site access agreement. Geraghty & Miller prepared and sent the revised agreement to Mr. Michael Law (Department of Justice). Submitted Earth Change Permit Application to DPNR on January 28, 1994. Ms. Cynthia Alien is reviewing application. Began preparation for Phase II field work (organization of equipment, files and supplies on St. Thomas). Began checking for rental properties for lodging and field office. Sent copies of reports by various PRP consultants to USEPA on January 31, 1994. WORK TO BE COMPLETED DURING NEXT MONTH Work to be completed during the month of February 1994 will include: • The laboratory subcontractor will be selected. Contract with driller will be executed. • The start of soil gas surveys has been delayed pending access agreements from VIHA and the Curriculum Center (Board of Eduaction). The soil gas survey may begin by the end of February at the Curriculum Center. • The Phase II drilling program is tentatively scheduled to begin February 28 (or alternatively March 7) depending on approval of the Earth Change Permit and driller mobilization. Locations at Ramsay (Monitoring Wells MW-15 and MW-17) and Four Winds (Monitoring Well MW-18) will be the first to be drilled. • A licensed surveyor will be subcontracted to survey the newly installed monitoring well at Texaco (installed by H&GCL) and Esso (installed by Blasland & Bouck).
