L My dear Judge Thiele : : Allow me (o congratulate you and the other members of the Cclonial Coun- eil of St. Thomas and St. John upon the passage of the tax law. You have ac- complished a great work for your coin- munity. - I fully realize that this new law con- ceived along American lines and general- ly similar to the iaws of other American communities, was a new, big and un- accustomed step for the islands to take. It is but natural to shrink from new patis that seemingly lead to ends beyond our own personal experiences; but the members of the Colonial Council did not shrink from their duty. They squarely and honestly faged it and patiently studied the problem from all aspects, until finally convinced of its merit and necessity, they have enacted the law.
