THE UNITED STATES VIRGIN ISLANDS OFFICE OF THE GOVERNOR GOVERNMENT HOUSE Charlotte Amalie, V.1. 00802 340-774-0001 A PROCLAMATION BY THE GOVERNOR OF THE UNITED STATES VIRGIN ISLANDS TO PROVIDE FOR ADMINISTRATIVE LEAVE FOR THE CHRISTMAS FESTIVAL SEASON 2019 - 2020 KEKKAKE WHEREAS, the Christmas holiday season is one of merriment, joy, and gathering of family and friends to enjoy and pass on the many cultural traditions of the festive occasion; and WHEREAS, during this holiday season, many hundreds of visitors also come to our islands to enjoy the sights and sounds of the Territory; and WHEREAS, Christmas Day, December 25, 2019, Christmas Second Day, December 26, 2019, New Year’s Day, January 1, 2020, and Three King’s Day, January 6, 2020, are all legal holidays; and WHEREAS, the traditional St. Croix Festival J’ouvert will be held on Wednesday, January 1°, 2020; and WHEREAS, the St. Croix Festival Food, Arts and Craft Fair will be held on Thursday, January 2", 2020; and WHEREAS, the St. Croix Children's Festival Parade will be held on Friday, January 3", 2020; and WHEREAS, the St. …

THE UNITED STATES VIRGIN ISLANDS OFFICE OF THE GOVERNOR GOVERNMENT HOUSE Charlotte Amalie, V.1. 00802 340-774-0001 A PROCLAMATION BY THE GOVERNOR OF THE UNITED STATES VIRGIN ISLANDS TO PROVIDE FOR ADMINISTRATIVE LEAVE FOR THE CHRISTMAS FESTIVAL SEASON 2019 - 2020 KEKKAKE WHEREAS, the Christmas holiday season is one of merriment, joy, and gathering of family and friends to enjoy and pass on the many cultural traditions of the festive occasion; and WHEREAS, during this holiday season, many hundreds of visitors also come to our islands to enjoy the sights and sounds of the Territory; and WHEREAS, Christmas Day, December 25, 2019, Christmas Second Day, December 26, 2019, New Year’s Day, January 1, 2020, and Three King’s Day, January 6, 2020, are all legal holidays; and WHEREAS, the traditional St. Croix Festival J’ouvert will be held on Wednesday, January 1°, 2020; and WHEREAS, the St. Croix Festival Food, Arts and Craft Fair will be held on Thursday, January 2", 2020; and WHEREAS, the St. Croix Children's Festival Parade will be held on Friday, January 3", 2020; and WHEREAS, the St. Croix Adult’s Festival Parade will be held on Saturday, January 4", 2020; and WHEREAS, the Festival is a boost to our economy and helps to promote an understanding and appreciation of our culture; and WHEREAS, it is also an opportunity for Virgin Islanders to play the role of goodwill ambassadors for the Territory; Proclamation: Christmas Festival Season 2019-2020 Page |2 NOW, THEREFORE, I, Albert Bryan, Jr., Governor of the United States Virgin Islands, by virtue of the authority vested in me by the Revised Organic Act of the Virgin Islands of 1954, as amended, and Title 1, Chapter 11, section 171, Virgin Islands Code, do hereby authorize Commissioners and Agency Heads to grant Administrative Leave to non-essential employees to enjoy the festival season, and to encourage greater participation in the Food Fair and enhance the celebration of the Christmas Festival by all residents and visitors, as follows: TERRITORY-WIDE: Tuesday, December 24", 2019, from 1:00 p.m. to 5:00 p.m. Tuesday, December 31%, 2019, from 1:00 p.m. to 5:00 p.m. Friday, January 3", 2020, from 8:00 a.m. to 5:00 p.m. St. Croix Festival Children’s parade ST. CROIX ONLY: Thursday, January 2", 2020 from 1:00 p.m. to 5:00 p.m. St. Croix Festival Food, Arts and Craft Fair The leave granted above shall not apply to essential employees, employees on a regular or rotating shift, and employees on annual or sick leave. IN WITNESS WHEREOF, I have hereunto set my hand and caused the Seal of the Government of the Virgin Islands of the United States to be affixed at Charlotte Amalie, St. Thomas, Virgin Islands, this day of December, A.D., 2019.
