Lewis Be it enacted by the Legislature of the Virgin Islands: 1 SECTION 1. (a) The sum of $296,700 is appropriated in the fiscal year ending 2 September 30, 2025, from the General Fund of the Treasury of the Government of the Virgin 3 Islands to the Virgin Islands Water and Power Authority (“WAPA”) for the purchase and 4 installation of street lighting in St. Thomas along the route from the University of the Virgin 5 Islands to Raphune Hill. The appropriation must be allocated as follows: 6 (1) $203,200 for the purchase of materials; 7 (2) $42,500 for the purchase of equipment; and 8 (3) $51,000 for labor costs. …

Lewis Be it enacted by the Legislature of the Virgin Islands: 1 SECTION 1. (a) The sum of $296,700 is appropriated in the fiscal year ending 2 September 30, 2025, from the General Fund of the Treasury of the Government of the Virgin 3 Islands to the Virgin Islands Water and Power Authority (“WAPA”) for the purchase and 4 installation of street lighting in St. Thomas along the route from the University of the Virgin 5 Islands to Raphune Hill. The appropriation must be allocated as follows: 6 (1) $203,200 for the purchase of materials; 7 (2) $42,500 for the purchase of equipment; and 8 (3) $51,000 for labor costs. 9 (b) The funds appropriated under subsection (a) remain available until expended. 10 SECTION 2. No later than 90 days after the installation of the street lighting, the 11 Executive Director of WAPA shall submit a written report to the Legislature of the Virgin 12 Islands identifying the specific locations along the route where the streetlights were installed. 13 2 BILL SUMMARY 1 This bill appropriates $296,700 from the General Fund of the Treasury of the Government 2 of the Virgin Islands to the Virgin Islands Water and Power Authority for the purchase and 3 installation of street lighting from the University of the Virgin Islands to Raphune Hill in St. 4 Thomas with funds allocated for materials, equipment, and labor, remaining available until 5 expended, and requires WAPA to submit a report to the Legislature within 90 days after 6 installation identifying the locations of the installed lights. 7 BR25-0663/June 27, 2025/KEH 8
