Office of the Commissioner May 17, 2023 PUBLIC NOTICE Commissioner Jean-Pierre L. Oriol of the Department of Planning and Natural Resources informs the public that the following St. Thomas Coastal Zone Management (CZM) Committee Meeting is scheduled for Tuesday, May 23, 2023, at 4:00 pm. In an effort to help to reduce the global spread of the coronavirus (COVID-19), this meeting will be held via the video conferencing platform Zoom. The agenda is as follows: Decision Meeting (public testimony will not be heard) Major CZM Permit No. CZT-01-16(L) Dry Marina, LLC requests permission to modify the existing permit to construct two (2) 1,023sq ft. single story steel frame structures. A 2,760sq ft. concrete slab will be cast for parking. Shipping containers will be placed onsite to be used as storage units & site offices. New electrical and wastewater systems will also be installed. The project site is 17-E Estate Bovoni, Thomas, Virgin Islands. Public Hearing (public testimony will be heard) Major CZM Permit Application No. CZT-01-23(L) Dry Marina, LLC proposes to place a 20’ Office Trailer with 200 amp electrical service in the location of the existing trucking operation. Additionally, a new fuel storage facility is being proposed where the telecommunication company is currently located. It would call for the construction of a 40’x22’ steel frame workshop; a 10’x10’ guard house; a 30’x72’ concrete slab and spill containment system for storing ISO fuel tanks; a 10’x27’ concrete pad for 3,000gallon double-walled diesel fuel tank; a 40’ office trailer; a 40’ storage trailer and a 200 amp electrical service. The project site is located at Parcel No. 17D-1 Estate Bovoni, St. Thomas, Virgin Islands. Major CZM Permit No. CZT-06-22(W) Ritz-Carlton Club, St. Thomas is proposing the placement of Geotubes® offshore parallel to the shoreline to effectively stop the loss of sand into deeper water. The Club is requesting approval to place screw anchors at various locations in the bay so that barriers can be installed when needed to control the areas where the sargassum comes ashore. Additionally, the Club would like to construct a small storage area at the northeastern end of the beach to isolate the area where the Sargassum is collected so that necessary equipment can be protected and hidden from view. The project site is located seaward of Tract #4 Consolidated Estate Nazareth, No. 1 Red Hook Quarter, St. Thomas, Virgin Islands. Federal Consistency Determination No. CZM0007-23 Schneider Regional Medical Center (SRMC) requests permission to use FEMA Funds to stabilize the Charlotte Kimmelman Cancer Institute (CKCI). The project scope includes the renovation of an existing 25,500 sq ft facility. As part of the project, a 600 sq ft expansion is proposed on the first floor and 3,000 sq ft of the existing second floor open roof terrace are being infilled to create more conditioned space. A new utility yard with two 100,000-gallon cisterns will also be installed as temporary support for the CKCI facility. The project site is located on the SRMC Campus at 9048 Alton Adams Sr. Drive, St. Thomas, Virgin Islands.
