B) Description of Work – Constructed aggregate base, curb and gutter, sidewalks, utilities, drainage structures, retaining walls, hot asphalt concrete pavement, and other miscellaneous work. C) Environmental Considerations – A Territorial Pollutant Discharge Elimination System (TPDES) permit VIGSA0009 was obtained from the Government of the Virgin Islands of the United States Department of Planning and Natural Resources Division of Environmental Protection. A General Permit No. STX-264-09 was obtained from the Government of the Virgin Islands of the United States, Department of Planning and Natural Resources, Division of Environmental Services on May 29, 2009. This permit gave authorization to discharge under the National Pollutant Discharge Elimination System Strom Water Discharges Associated with Construction Activity for Infrastructure Construction Projects. Time extended for the submittals, procurement of materials and subcontractor mobilization for the relocation of water lines. Net contract increase = $ 277,264.60 Contract time increased = 60 days CM No. 0004: was issued to adjust and decrease the quantity of an existing item for a gate valve that was not required. Time extended for additional conduit crossings at three different locations; demo, build, and connect inlets and storm drains at 3 different locations; and unusually severe weather, wet conditions at quarry preventing material supply. Significant Overruns and Underruns Item 15705-0100: Soil Erosion Control, Silt Fence (Wired Back), underran by 34.47 percent due to differing field conditions. Item 15706-1000: Soil Erosion Control, Inlet Protection, underran by 60.94 percent as actual field measurements differing from Original Engineer’s estimate. Item 15706-1600: Soil Erosion Control, Stabilized Construction Entrance, underran by 60.00 percent due to the contractor’s staging of the project which required three less entrances. Item 20303-3200: Removal of Sidewalk Concrete, overran by 61.76 percent due to actual field measurements differing from the Original Engineer’s estimate. Item 40201-0700: Hot Asphalt Concrete Pavement, Marshall Test, Class A, Grading C, overran by 25.08 percent as actual field measurements differing from the Original Engineer’s estimate. Item 41301-0000: Asphalt Pavement Milling was not required and therefore underran by 100 percent of plan quantity. Item 60101-0000: Concrete (Transition Block at Guardwall Connection) was not required and therefore underran by 100 percent of plan quantity. Item 60201-0600: 18-inch Pipe Culvert underran by 26.53 percent as actual field measurements differing from the Original Engineer’s estimate. 12 Item 60403-1900: Inlet, Type 6A Modified were decreased by 2 each or underran by 15.38 percent to meet actual field requirements. Item 60405-0000: Manhole Adjustments increased by 6 each or overran by 250.00 percent due to previous installed manholes needed to be adjusted to meet field conditions. Item 60406-0000: Inlet Adjustment decreased by 2 or underran by 18.18 percent of the Original Engineer’s estimate to meet existing field conditions. Item 61503-1000: Median, Concrete overran by 30.29 percent due to actual field measurements differing from the Original Engineer’s estimate. Item 61504-1000: Accessibility Ramp, Concrete overran by 59.95 percent due to actual field measurements differing from the Original Engineer’s estimate. Item 61701-4100: Guardrail System CRG, Type 2, Class A underran by 100.00 percent of the original quantity. This item was not required and was deleted from the contract. Item 61707-1000: Structure Transition Railing underran by 100.00 percent of the original quantity. This item was not required and was deleted from the contract. Item 62401-0100: Furnishing and Placing Topsoil, 2-inch Depth overran by 15.58 percent of the planned quantity due to actual measurements taken in the field. Item 62901-1200: Rolled Erosion Control Product, Type 5A underran by 100.00 percent; this item was not required and was deleted from the contract. Item 63401-1500: Pavement Markings, Type H Solid underran by 24.00 percent. Actual field measurements resulted in less quantity being required. Item 63403-0800: Pavement Markings, Type H underran by 48.00 percent. Actual field measurements resulted in less quantity being required. Item 63503-0700: Temporary Traffic Control, Pavement Markings overran by 15.19 percent of the Original Engineer’s estimate due to actual field measurements of the work. Item 63503-0800: Temporary Traffic Control, Pavement Markings Removal underran by 74.67 percent. The pavement marking removal was not required as originally estimated. Item 63504-1000: Temporary Traffic Control, Construction Sign underran by 44.72 percent due to the contractor staging of the project. Item 61501-1000: Draped Rockfall Protection, Wire Mesh overran by 34.05 percent as actual field measurements differing from the Original Engineer’s estimate. 13 2) Problems – Clearing and grubbing quantity overran because of vegetation overgrowth between Phase 2 and Phase 3 contracts. Due to rockslides, rockfall protection had to be installed on the cut slopes. Unusually heavy and persistent rains created slope erosion at Station 37+20, and this damage had to be repaired. DPM requested additional conduits for future utilities and four existing inlets had to be modified to make them usable.
