CROIX. AT 2 o’clock p. m., Saturday, July 2nd, 1921, the Colonial Council of St. Croix®held an extraordinary meeting in the Counril Hall in Jhristiansted con- vened by reguest of Goverment. The following members were present: The Vice-Clairman (Coulter), Robt. W. Skeoch, G. B. Fleming, F. Andersen, J. Alexander, D. C. Canegaia, K, Hen- derson, D. Noll, M. M. Skeoch, A. J. Blackwood, ). S. Armstrong, Thos. Ramsay, and W. S Abramson. Absent were: The Chairman (Merwin), F. Lunney, G. Nordby and A. E. Stake- man. Furthermore the seat of the 2nd Member for Christiansted Country Dis- trict was vacant. Goverment Secretary ([immons) and Despateching Secretary (Fox) attended the meeting. After prayers had been szid the Chair- man (Coulter) remarked. Honorable Members since the last meeting of the Council 1 received the following com- munication from Government: *‘29th June, 1921. Sir:—l am directed by the Governor so request that you convene an extra- ordinary meeting of the Colonial _ouncil for the Municipality of St. Croix, on Saturday, 2 July. 1921, at 2 o’clock p. m. Respectfully, C. W. FOX, Despatching Secretary. Mr. -F. Coulter, Vice-Chairman, Colonial Council, Municipality ot St. Croix, V. [.”’ Tlie Chairman remarked: I have just been handed a resolution in regard to increase to travelling expenses to Mem- bers of the Council; 1 will ask Members if they will agree with it. The Chairman further remarked: As the minutes for the last meeting have not been published [ will ask the Assist- ant to the Council to read it. Ist Member foa Frederiksted Country District (Andersen) remarked: Mr. Chairman. If itis not contrary to the Rules of Business I move that the read- ing of the proceedings for the last meet- ing go over until the next meeting of the Council. [he member’s proposal was put to the vote and unanmously carried. Item 1. Gholonial Couneil Bill No. 6. Introduction of and lst Discussion on Colonial Council Bili No. 6, Draf: of an Ordinance, introduced hy Gov- ernment, redeclaring nd establisi- ing the Judiciary Department and courts on St. Croix; providing for a District Coart Commissioner and for additional notaries public; amending an ordinance passed &y the Colonial Council for the Municipality of St. Croix, 25th May, 1920, and sanction- ed and approved 25th June, 1920, and repeal ng Chapters one and three of said Ordinance. Government Secretary (7immons) re- marked: Mr. Chairman. In introdue- ing this bill Government doesn’t feel it necessary to make any remark or recom- mendation f{uriher than taat made be- fore. Members are familiar wicth its contents and it is offered tor yoar con- sideration. Ist Member for Frederiksted Country Distriect (Andersen) remarked: Mr. Chairman. In view of the rfact that this ordinance has been in the Council a litcie more than a week ago and was with- drawn for consideration with the understanding that it will not be in- troduced in an extraordinary meet- ing, the people of this island believes that sometbing extraordinary must have happened which warrants the brin_ging‘ up of this matter in an extraordinary meeting, in practically the same shape as first introduced. There seems to be some thing of a legal nature involved in this matter, and may be that the Hon- orable 2nd “Appointed Member (Noll) as a 'legal man, might be able to give us some explanation as to why the ordin ance is brought up so hurriedly. I can not explain it myself, may be the Hon- orable Member can explain the leason why. 7 2ndy Member for Christiansted Town (Canegata) remarked: Mr. Chairman. I draw atterntion to Par. Boi the Rules of Business tihat the Council is not in order. The §Chairman remarked: I presume that the Honorable Member means that a two-thirds vote of the Council must be obtained befeore the ordinance can be forwarded. 2nd Member for Christiansted Town (Canegata; Yes. The Chairman after looking up the paragraph referred to by the Honorable 2nd Member for Christiansted Town re- marked: The Member’s objection is quite in order, and it is necessary for me to torke the vote as to whether this or- dinance should be discussed today. The Chairman put to the vote wheth- er the Ordinance should be furthered today. 9 Members voted for; none against. . 2nd Appointed Member {Noll) remark- ed: Mr. Chairman. 1 rise to state that I have an answer to make to the ques- tion asked by Ist Member for Freder- iksted Country District (Andersen) ex- cept that this Draft of Ordinance is le- gally and economiecally sound. lam not delegated to speak on the matter. 2nd Member for Christiansted Town (Canegata) «@®narked: Mr. Chairman.. I wish to mzke another motion—As far as Isee from this Draft of Ordin- ance it is jone that affects of great deal the interest of the community and with that in view we should comply with the rules that govern an Assembly. I read this Ordinance and [ believe it will affect the revenues of this island to a great extent, and as this is the time we are hearing that the revenues should be guarded,Imove that aceord- ing to Par. 7 of the By-Law for the Municipal Committee, discussion on this matter be deferred until it is discussed by the Mnicipal Committee. The Chatrman: The Par. of the By- Law which the Honorable Member re- fers to reads as follows: “'The Municipal Committee shall be handed all recommendations and re- ports that are submitted by Officials and pther parties to Government concern- ing measures in connection with the economic affairs of the island, and the Committee shall be allowed reasonable time to give its opinion on such mea- sures, before the recommendations be
