When it is borne in mind that these girls have to wear shoes, appear in ciean clothes rent houses in some cascs, and must like all of us face the pecuniary exigen- cies of lifz, it will be admitted that with their present wages they wiil but be able eke out an existence, going hungry half the time, and rendering poor servic2 as hungry people needs must, the general tendency being a lowering of the efli- ciency in their sevaral dites. Either this or a more undesideranie class of nurses will have to be engaged with the same or a worse result. As a ruie it has been noticed that whea retrench- ments are to be made the start is made from the bottom instead of at the top. In other words waen economy is to be praciiced, and we advo cate real economy, it is th: people paid the minimum wace who must b 2 made the examples. [t is pitiable that this sh ald be so, and it is hoped that somethieg will be done whereby the status of hard-hit employees of the hospitals will be recon- sidered and their condition ameliorated. The (Chairman) remarked: This bill has been thorouginly discussed under Ist and 2nd discussion and it is now before you under 3rd discuszion. Government Secretary (Zaie) brought in amendment to the effect tnat the word “hmow’’ in the first line be struck out and the word ‘‘hereafter’” belinserted. The amendment was put to the vote and adopted. Government Secretary (Zane) inquired whether the present fees are now basel on the calendarfyear or the fiscal year? The Chairman in reply said,-On the fiscal vear. ~=Government Seeretary (Zune) propos>d that the words *‘The fees now charged”’ in the first line be struck out and the words 'From and after July 1, 1924, the fees charged’” beinserted theretfor. This amendment was also put to the vote and unanimously adopied. Continnation of discussion on Colo- nial Couneil Bill No. 28, Resolution introduced by 2nd Member tor Chris- tiansted Town (Canegata) providing that unexpended portion of Item X 51. Mamtenance, Public Works De- partment and Additional Money Bill No. 21 approved March 17, 1924, be made available for the sawe pur- pose during the fiscal year 1924- 1925, with amendment. The Chairman read an amendment broucht in by 4th Member for Frederik- sted Countrr Distriet (Andersen) which ils as follows: AMEZNDMENT to Colonial Council Bill No 28 Fowrth Council, First Session, 1523-192} Add after the words March 17, 1924: The unexpended balanees for road work and for the wharf in Frederiksted, also under item 51 of the 1923-24 budget.
