November 18, 2025 The Honorable Angel Bolques, Jr. Legislature of the Virgin Islands Capitol Building PO Box 1690 St. Thomas, Virgin Islands 00804 RE: Invitation to Testify – Oversight Hearing on the Paul E. Joseph Stadium Project Dear Senator Bolques, I am writing to inform you that neither Mrs. Nicholas nor I will be able to attend the hearing scheduled for Wednesday, November 19, 2025, regarding the Paul E. Joseph Stadium Project, due to scheduling conflicts. As I have direct oversight of this project, no other representatives from the department will be present to testify.
