Data on race/ethnicity were collected for the Office for Civil Rights, U.S. Department of Education, and missing. racial/ethnic data were not imputed in the computer files released originally from these surveys. Data from these new tapes are suitable for use in trend studies and supercede preliminary data published in the 1987 Digest of Education Statistics and other publications. — a - ! Whitener 202) 357-6593 (202) 357-6854 Racial/Ethnic Data for 1984 Fall Enrollment and Earned Degree Recipients for Academic Year 1984-85 Methodoloay The Center for Education Statistics has collected racial/ethnic data for the Office for Civil Rights since 1976 as part of its Higher Education General Information Survey (HEGIS) system. Surveys were sent to the universe of 3,379 higher education institutions in the United States and its territories. The tables in this report, however, include institutions in the 50 States and the District of Columbia only (including the U.S. — Service Schools), and exclude the outlying areas (American Samoa, Guam, Northern Mariana Islands, Puerto Rico, the Virgin Islands, and the Trust Territories of the Pacific Islands). For the 1984 Fall Enrollment survey, 94 percent (3,176) of all colleges and universities responded, of which 108 provided only partial racial/ethnic data. In addition, 169 institutions did not respond to the survey and 34 new institutions provided no data. Missing racial/ethnic data were imputed for 264 institutions (108 partial reports and 156 of the 169 nonrespondents). Data for 13 of the nonrespondent institutions were not imputed because imputations were based on previous responses and none were available from these institutions; the number of students in these schools was small (5,865) and would not significantly affect the overall statistics in the tables. For the survey of Degrees and Other Formal Awards Conferred Between July 1, 1984 and June 30, 1985, 90 percent (3,019) of: all colleges and universities (3,379 less the 42 schools which are nondegree granting) responded. Field of study data were imputed for the 623 institutions that did not respond or partially responded. Fourteen new institutions did not respond and imputations were not done for them because the number of degrees awarded by these schools was small (2,374). In general, the imputation procedure used for both survey files was based on an average of previous years’ responses for each nonrespondent institution. Percent distributions of racial/ethnic data for each relevant line on the survey forms were averaged for all previous years’ responses since 1976.* This average percent distribution by race/ethnicity was applied to the reported/imputed total colum and the result rounded to whole numbers. Detailed descriptions of the imputation procedure, nonresponding institutions, and imputation ratios for each data item on the survey forms are available by contacting the author. *Previous years’ responses taken into account include: Fall mrollment: 1976, 1978, 1980, and 1982; Degrees and Other Formal Awards Conferred: 1976-77, 1978-79, 1980-81, and 1982-83. The following five racial/ethnic categories were utilized in the survey: Black Non-Hispanic American Indian or Alaskan Native Asian or Pacific Islander In addition, nonresident aliens, i.e., those members of the aforementioned - groups who have not been admitted to the United States for permanent. . on" residence, were separately identified as a sixth category in the The nonresident aliens were not to be reported in the racial/ethnic groups listed above. The definitions for the categories on the survey forms were: oe Nonresident Alien: A person who is not a citizen or national of the United States and who is in this country on a temporary basis and does not have the right to remain indefinitely. Resident aliens , who are not citizens or nationals of the United States and who have been lawfully admitted for permanent residence (and who hold alien | registration receipt cards-~Form I-551/155) are to be xeported in the appropriate racial/ethnic categories along with United States citizens. Black, non-Hispanic: A person having origins in any of the black racial groups of Africa (except those of Hispanic origin). American Indian or Alaskan Native: A person having origins in any of the original peoples of North America , and who maintains cultural identification through tribal affiliation or community recognition. Asian or Pacific Islander: A person having origins in any of the Original peoples of the Far East, Southeast Asia, the Indian Subcontinent, or the Pacific Islands. ‘This area includes, for example, , Japan, Korea, the Philippine Islands, and Samoa. Hispanic: A person of Mexican, Puerto Rican, Cuban, Central or South American or other Spanish culture or origin, regardless of race. White, non-Hispanic: A person having origins in any of the original peoples of Europe, North Africa, or the Middle East (except those of Hispanic origin).
