Joseph Stadium Project Dear Mr. Wessel, Ms. Wessel, and Mr. Dempsey, I extend warm regards and gratitude for your continued contributions to infrastructure development in the Virgin Islands. As Chair of the Committee on Culture, Youth, Aging, Sports, and Parks (CYASP), I write to formally invite your participation in a legislative hearing to be held on Friday, May 30, 2025, at 9:30 AM at the Fritz E. Lawaetz Legislative Chamber on the island of St. Croix. Your appearance is requested during Block II of the hearing, beginning at 1:00 PM, which will specifically address the progress and execution of the Paul E. Joseph Stadium Project. Joseph Stadium Project Dear Mr. Wessel, Ms. Wessel, and Mr. Dempsey, I extend warm regards and gratitude for your continued contributions to infrastructure development in the Virgin Islands. As Chair of the Committee on Culture, Youth, Aging, Sports, and Parks (CYASP), I write to formally invite your participation in a legislative hearing to be held on Friday, May 30, 2025, at 9:30 AM at the Fritz E. We respectfully request that your testimony include: • The current construction phase, including recent milestones achieved and key deliverables anticipated. • A comparison of the actual construction timeline against the original project schedule, including projected completion. • The extent of coordination with relevant government agencies (DPW, DPP, DSPR, DPNR) and subcontractors. • An overview of the project’s financial status, including invoicing, disbursements, outstanding payments, and funding source alignment. • A summary of all approved change orders, detailing their scope, justification, and fiscal impact. • Any supply chain disruptions or material sourcing challenges and the mitigation strategies in place. • Compliance with applicable federal and local laws, permitting requirements, labor standards, and procurement regulations. • Public communication and community engagement activities conducted to inform and involve local stakeholders. • Any penalties, project delays, or operational challenges encountered, and the corrective actions implemented or proposed.
