March 16, 2020 AMENDMENT NINE (9) IFB024DOEC20 (C)- Construction and/or Repairs at Pearl B. Larsen K-8 School, Arthur A. Richards K-8 School and John H. Woodson Jr. High School, St. Croix, USVI INSERT: QUESTIONS AND ANSWERS Question: Please provide specifications for materials to be used. Answer: Contractor shall provide the design and specification in accordance with the terms of Itemized Bid Sheet number 1.0. Question: Please provide design or specifications for the skirts around the units. Answer: Contractor shall provide the design and specification for the skirt around the units. Question: Will the contractor be responsible for repairing the exterior of the modular units? (Siding, doors, windows, roof, lighting, signage, etc.) Answer: Contractor(s) will not be responsible for repairing the exterior of the modular units except for areas included in the mating of the office modular. Question: What will be done with any non-disposable items (tires, hardware, etc.) that remain from the installation? Answer: Tires and modular tongues shall be elevated and stored below the modular units prior to the installation of the skirting. Question: Can an interior layout of the modular restroom units be provided? Answer: No interior layout of the used modular restroom units are on file with VIDE. Question: Will the contractor be responsible for making sure the restrooms are fully functioning? Answer: Contractors shall be responsible for the complete installation of the modular restroom in accordance with local and federal codes and standards. Plumbing installation shall be limited to Itemized Bid Sheet number 7.0 which states, “Plumbing connection from the restroom modular to the closest existing sewer manhole.” Electrical installation shall be limited to Itemized Bid Sheet item number 6.0. Question: Will the contractor be responsible for any interior work on the modular restroom units? Answer: The contractor will not be responsible for any interior work on the modular restroom units. Interior work shall be limited to mating of the modular office units to include floor finish, ceiling finish, plumbing electrical and HVAC connections Question: Can an interior layout of the modular office units be provided? Answer: No interior layout of the used modular office units is on file with VIDE. Question: Will contractor be responsible for interior build-out of modular office units? I.e. room finishes, lighting, electrical outlets, restroom, main area, doors, windows, HVAC system, etc. Answer: Interior build-out of modular office units shall be limited to mating of the modular office units to include floor finish, ceiling finish, plumbing electrical and HVAC connections. Question: What will be done if unforeseen conditions that are not within scope are discovered Answer: Bidders shall familiarize themselves with the modular storage site and installation sites, identified in the IFB, prior to submittal of bids. Failure to adhere to this condition will not constitute an unforeseen condition. Unforeseen conditions will be addressed on a case by case basis. Question: What will be done if mold or hazardous material is found in the modular units? Answer: Contractor shall be responsible for the inspection of modular units prior to their relocation from the Central High School holding areas to the installation sites. Contractor shall notify VIDE, in writing, of any defects including mold and/ or hazardous materials in the modular units. Defects will be addressed on a case by case basis. Question: Do incoming electrical lines need to be installed underground or can they be suspended? Answer: Incoming electrical lines shall be installed underground in accordance with local and federal codes and guidelines. Question: Will internet or phone lines need to be connected to the modular offices? Answer: Internet and/or phone lines are not included in this Invitation for Bid. Question: Are existing electrical breakers and boxes on modular units ready to hook up? Who is responsible for repairing any deficient electrical? Answer: Existing electrical breakers and boxes on modular units are ready to hook up. Contractor shall notify VIDE, in writing, of all electrical breakers and boxes that are defective. Repair of defective appliances and fixtures will be addressed on a case by case basis. Question: Is the contractor responsible for ensuring the electrical throughout the modular unit is working properly? Answer: Contractors shall be responsible for the electrical connections to the restroom modular exterior panel box(s). Contractor shall be responsible for the electrical connection to the office modular panels and electrical connections between the two mated halves. Contractor shall notify VIDE, in writing, of all electrical appliances and fixtures that are defective. Repair of defective appliances and fixtures will be addressed on a case by case basis. Question: Will any landscaping be included in the bid? Can a design or specifications be provided? Answer: Landscaping is not included in this Invitation for Bid Question: Will exterior lighting need to be installed anywhere? Answer: Exterior lighting is not included in this Invitation for Bid. Question: Is there an alternative plan for water and sewer if there is no available tie-in on site? A usable water source and sewer tie-in could not be located for several locations. Answer: VIDE will identify tie-in locations at each site. Question: Does the restroom unit at Pearl B Larsen need to be placed to avoid interfering with the roadway and drainage ditch? Answer: Site designs must address and maintain roadways and drainage. Question: Can the sidewalk and utilities at Pearl B Larsen School be run across/under the roadway? Answer: Yes, installation shall be made in accordance with local building, electrical and plumbing codes and standards. Question: Can the proposed locations of modular units be moved to accommodate for the site conditions? Answer: Yes, locations can be moved to accommodate site conditions, with VIDE’s approval. Question: At Arthur Richards, can utilities be run along the ground surface in the rock lined ditch that runs between the modular gym and classrooms? Answer: Yes, installation shall be made in accordance with local building and plumbing codes and standards. Question: At John Woodson, is there an alternative location where the restroom unit can be installed? No water or sewer was located on that side of the road and the proposed location is on steep grade in heavy brush. Answer: Yes, locations can be moved to accommodate site conditions, with VIDE’s approval. VIDE will identify tie-in locations at each site. Bidders shall visit each site and verify site conditions, none of the proposed modular locations in this IFB are located on steep grade. Question: At John Woodson, can the existing concrete slab near the proposed location be used for the foundation of the restroom unit? Answer: Yes, if proven, with engineering data, to be a cost effective alternative along with DPNR approved plans and permits. Question: At the Anna’s Hope warehouse, is there an alternative location where the modular office units can be installed? The proposed location is on steep grade in heavy brush and if the restroom needs to be functioning there is no usable water or sewer on site. Answer: Yes, locations can be moved to accommodate adverse site conditions, with VIDE’s approval. VIDE will identify tie-in locations at each site. Bidders shall visit each site and verify site conditions, none of the proposed modular locations in this IFB are located on steep grade. Question: Are the loading docks active at the Anna’s Hope warehouse? If not, can the office units be set up in the parking/loading area? Answer: The loading docks are active, and the parking/ loading area must remain clear. Question: Will the sub-contractor be responsible for relocating any power lines or obstructions along the transportation routes? Answer: The Contractor will be responsible for relocating the modular units from the Central high School staging site to their final destination. Contractor(s) shall plan delivery routes using public roads and established on site roads. No relocation of power lines or obstructions are anticipated. Question: On the modular office units, will walkways and ramps need to be built to both doors on opposite corners? Answer: Design shall include one ramp and one stair to an elevated landing serving the entrance door, the other door shall have a landing and stairs. Question: Do the modular office units have all the necessary components to join the two units together? Answer: Bids shall be made with the assumption that all the necessary components are available. Shortages will be addressed on a case by case basis. The following modular are to be used for the restroom and office installations: A. Restrooms i. John H. Woodson ID number: 670065 ii. Pearl B. Larsen ID number: 668393 iii. Arthur Richards ID number: 673209 B. Offices i. Information Technology Modular Office – STX ID Numbers: 672073 & 672074 ii. Fixed Assets Modular Office – STX ID Numbers: 670762 & 670760 All other terms and conditions remain the same. A copy of this amendment must be returned with your bid.
