April 27 U.S. VIRGIN ISLANDS — Governor Albert Bryan Jr. formally announced the “Your Energy Stimulus” (YES) program to help residents pay their V.I. Water and Power Authority bills while the Territory remains under a state of emergency and the community is under a stay-at-home order because of the COVID-19 pandemic. Credits in the amounts of $250 for residential accounts and $500 for business accounts will be applied to the May billing cycle for active WAPA accounts. The credit will appear on WAPA bills as a line item that reads “YES Cares Act Credit.” The credit cannot be converted to cash, and if the credit is not fully used in the May power bill, the remaining amount will be applied to the following month’s bill. “While this pandemic is impacting our economy, we recognize that our residents and small businesses also are struggling, and we wanted to be able to provide some kind of direct financial assistance to help the community as everyone struggles through these difficult times,” Governor Bryan said. The YES program is backed by federal funds from the CARES Act stimulus that Congress approved earlier in April.
