HhEREAS, an Aet of Congress en- w titled the ““*Merchant Marirne Aet of 1920,”" approved June 5. 1920, con- tairs the following provisions: “Sec, 21. That from and after February 1, 1922, the enastwise laws of the United States shall extend to the islind territories and possessions of the United States not now cov- ered thereby, and the board is dj- rected prior to the expiration of such year to huve established adequate steamshin service at reasonable rates to accommadiie the commerce and the passenver travel of said islands and to maintain and operaie sueh service until it ean be taken over and operated and maintaine| upon satisfactory terms by private Capi- tal and enterprise; Provided, 7hat if adequate shipping service is not established by lebruary 1, 1922 the I'x't.siu’c nt shall extend the }n-ii- od herein alloved for the establish- ment of such service in the ease of any asland Territory or possession tor such time as may be NECESSUTY for the establishment of atdequate shipping ftacilities therefor: Proviid- ed further, That until Congress shall have authorvizad the regisiry as vessels Os the United States of ves- sels owned in the Phalippine Islands, the Government of the Philippine Islands is hereby authoriz.d to adopt, from time to time and en- force regulations governing trans- portation of merchandise and pis- sengers between ports or places in the Philippine Arvchipelaco: And nro vided further, Thar the foregoing provisiors of this section shall not take etfeet with reference to the Philippine Istands until the Prosi- dent of the Usited States after a full investization of the loeal needs and ¢onditions shall by proclama.- tion, dectare that an adequate ship- ping service has been established as hereic provided and fix a date for the guing inwo effect of Ihe same.”” AND WHEREAS, an adequate ship- ping service to accommodate the com- merce and passenger travel of the Vijr- gin Islands has not b-en es ablishe| as provided by Section 21 of the ""Merelant Marine Agt of 1920°"; sl.. Harding, President of the United States of Ameriea, acting under and by virtue of the authority conferred on him by Section 21 of said Aect of Con- gress, declaring that the period for the establishment of adequate shipping ser- vice of the aforesaid Virgin Islands be extended from February 1 1922, to May 1, 1922, and that the extension of the coastwise laws of the U,ited States to the aforesaid Virgin Islands be deferred from February 1, 1922, to May 1, 1929: AND WHEREAS, a second proclama- tion dated May 18, 1922, was issued by Warren G, Harding, President of the United States of Amearica, deciaring toat the period for the establishment of ade- quate shipping service of the aforesaid Virgin Islands be extended from May 1, 1922, to Nuvember 1, 1922: and that the extension of the ecoastwise laws of the United States to the aforesaid Virgin Islands bz deferred from May 1, 1922 10 November 1, 1922; : AND WHEREAS, a third proclama- tion dated October 28, 1922, was issu>d by Warren G. Harding, Pres dent of the United States of Ameriea, declaring that the period for the establishmant of ade- quate shipping service of the aforesaid Virgin Islands be extended flom Novem- ber 1, 1922, to November 1, 1923, ar.d that the extension of the coaitwise laws of the United States to the aforesaid Vir- ¢in Islands be deferred from Novembor 1. 1922, to November 1, 1923: NOW THEREFORE, I, Ca'vin Coolige, President of the United States of Ameri. ca, acting under and by the Virtue of the authority conferred uyon me by Section 21 of said Act of Congress, having issued a procizmation on Ceicher &5, 1923, de- claring the period for the e tablishment of an adequate shipping serviea to ilhe atoresaid Virgin Isi nds bo extenced trom November 1, 1923, to May 1, 1924, and that the extension of the coastwice liws of the United States to the aforesaid Virgin Islands be deferred f-om Novem- ber 1, 1928, to M.y 1. 1924 do hereby declare and proelaim that the reriod for th2 establishment of adequate shippinz service of the aforesaid Vi-gin Islands be further extended frotn May 1, 1924, to November 1, 1924:- AND INASMUCH as the ex‘ension of the coastwise laws of the Uni ed States to the aforesaid Virgin Islands, as pro- vided in section 21 of the aloresaid act, is depndent upon the estatlishment of an adequate shipping service to such is. land pesession, 1 do Lereby frrther plo- claim and declare that the extension of the coastwise laws of the United States to the Virgin Islandsis deferred from May 1, 1924, to November 1, 1924, IN WITNESS WHEROF. Why are the Cemeteries in St. Croix so terribly nezlected? Js it that little thought is ¢iven to the dead? God's acre isrevered in all countries and bas been since the world began and itis the duty of the citizens of St. Croix to reverence their dead It is a com- forting thought for man to feel that he has done all he cap do to make the last ab.de of his dear ones, who have gone before, as beautiful and as soothing to the eye of the living as possible. Instead of this feeling it would seem of late that we have assigned our ceme- tertes as goat pastures; they may give mi'k but not the milk of humnan kind- ness., In Christiansted the street inspector has charge of cariog the cemetery and men are employed to do the weeding which sometimes zets bevond them in the wet setson. Waat is a source es re- grettable complaint here is that boys with eatapualts shoot about the sacred ro nds and have aetually broken the glass covermnis o boxes with wreaths etc. ki is und rs:000 that the guilty ones have not been identified: but a sharp lookout should be kept for such miscreants.
