The elected Chairman took the Chair and remarked: Honorable Miembers of the Council. 1 appreciate deeply your confidence and honor you have conferred upon me. The first time you honor a man by electing him Chairman oi this 87T eX A NI Council you necessarily do it as an ex- periment and even his best friends may have misgivings. But when you re- elect him it is proof that he has b2en tested and it shows that previous election has not been a complete failure, and that the hopes and expectations o° his friends have, in some measure, been realized. There®ore my friends while [ feel cer- tain of my short comings, yet it is a source of gratification and pride that you have been so generous astc over- look them and grant me this re-election. With the advent of this Third Colonial Council we approach an era of history of this Island that mav, and I am sure will have, very potent effect upon our life and happiness. We are today gzoverned by a new governor, and who, [ feel con vinced, is ready and will co-operate with us for good government on a broad minded and constructive policy with & firm hand for law and ordaer, not of words, but of deeds. 1 therefore pre- dict that this session will be an import- ant session in the histcry of St. Zroix. We start under the baneful influence of a serious drought, a drought tha: is equally disastrous in .ail the West Indian Islands, and also extends to parts of Europe. The price of our principa! com- modity has fallen so far chat it is at a non-renumerative price for growers of cane. Kconomy therefore must, and shall be ofir watchword, and that econo- my shall, and must exiend, into every walk of life From expenditur2 of oifi cials to the least capabie laborer in the fields, and hope that Governmeat wiil realize the situation and work toward this objective. : The Council as organized today will have some serious probleins to soive; therefore, 1 ask you tn legislate matters that do not require heavy expenses. 1 feel it my duty to give the warning that we should follow this policy. And now I must again thank you for the confi- dence you have shown in me. We will now proceed to the business on the Order of the Day. Election of a Vice Chairman. 16 voting tickets were handed in. Elected was: Ist Member for Fred- eriksted Town (Coulter) with 10 votes. 2nd Member for Christiansied 'own (Canegata) received £ votes and lst Member for Christiansted Country Dis- triet (Stakemann) received 1 vote. Election of a Secretary. 16 voting tickets were handed in. Elected was: 2nd Member for Chris- tiansted Town (Canegata) with 13 votes. 3rd Member for Christiansted Coun- try District (Robi. W. Skeoch) received 2 votes and Ist Member for Frederiksted Country District (Andersen) received 1 vote. Election of an Assistant Secre.ary. : 16 voting tickets were handed in. Elected was 3rd Member for Christian- sted Country District (Robt. W. Skeoch) with 13 votes. : Ist Member for Christiansted Town (Abramson), Znd Member for Christian- sted Country District (Jorgensen) and Ist Member for Frederiksted Country District (Andersen) with one vote re- spectively. Election of the Members of the Mu- nicipal Committce and Substitutes. The election took place in this manner: Two names were written on the voting ticket, the first name signified the mem- ber of the Committee and the second name the substitute. For an Appointed Member and Sub- stitute. 16 voting tickets were handed in. 2nd Appointed Member (Noll) received 8 votes, 4th Appointed Member (Black- wood) received 7 votes and 3rd Appoint- ed Member Armstrong received1 vote. As none had absolute majority vote a new free election had to take place. ; 17 voting tickets were handed in, one was blank. Eiected as member was 4th Appointed Member (Blackwood) with 9 votes. As substitute 2nd Appointed Member (Noll received 6 votes and sth Appoint- ed Member (Lanney) received 3 votes. As none had absolute majority vote a new free electirn had to take place between 2nd Appointed Member (Noll) and sth Appointed Member (Lunney) for a substitute. Ist Member for Christiansted Country District (Stakemann) entered the meet- ing. 17 voting tickets were handed in Elected was 2nd Appointed Member (Noll) with 13 votes. oth Appointed Member (Lunncy) re- ceived 4 votes. Election of a member for Christian- sted Town and substitute. 17 voting tickets were handed in, two were invalid. Elected as member was 2nd Member for Christiansted Town (Canegata) with 12 votes; as substitute Ist Member for Christiansted Town (Abramson) with 9 votes. 3rd Member for Christiansted Town (Alexander received 3 votes. The Chairman remarked: There is a ticket with Canegata and Stakemann written on it; Member Stakemann is not eligible, the question comes up as to whether both votes on that ticket are invelid. » Ist Member for Frederiksted Town (Coulter): Both votes are invalid. 2rd Appointed Member (Noll): If you declare the ticket valid that would be counted as accumulative vote which is not permissable in this Council. The ticket was declared Invalia. , Election ofa member and substitute for Christiansted Country District. 16 voting tickets were handed ir, three were blank. Elected as member was 3rd Member for Christiansted Country District (Robt. W. Skeoch) with 9 votes.
