To amend section 216(b) of the Merchant Marine Act, 1936, to entitle the Dele- gates in Congress from the District of Columbia, Guam, and the Virgin Islands to make nominations for appointments to the Merchant Marine Academy, and for other purposes. Be it enacted hy the Senate omd House of Representatives of the United States vf America in Congress a^semJbled^ That section 216(b) of the Merchant Marine Act, 1936 (70 Stat. 25; 46 U.S.C. 1126(b)), is amended as follows: (1) The second sentence of paragraph (1) is amended by striking out ", Guam, American Samoa, and the Virgin Islands, and the Com- missioners of the District of Columbia." and inserting in lieu thereof "and American Samoa.". (2) The third sentence of pargraph (1) is amended by striking out "one vacancy each shall be allocated each year to Guam, American Samoa, and the Virgin Islands, to be filled by qualified candidates nominated by the Governors of Guam, American Samoa, and the Virgin Islands, and four vacancies shall be allocated each year to the District of Columbia, to be filled by qualified candidates nominated by the Commissioners thereof" and inserting in lieu thereof "one vacancy each shall be allocated each year to Guam, American Samoa, and the Virgin Islands, and four vacancies shall be allocated each year to the District of Columbia^'. (3) Paragraph (5) (a) is amended by striking out "Alaska and Hawaii" and inserting in lieu thereof "the District of Columbia, Guam, and the Virgin Islands,". (4) Paragraph (5) (b) is amended by striking out "the Territories of Alaska and Hawaii,". Approved July 28, 1978.
