ACTNO. 8430 BILL NO. 33-0427 THIRTY-THIRD LEGISLATURE OF THE VIRGIN ISLANDS Regular Session 2020 An Act recognizing and honoring the late Mrs. Dorothy Lockhart-Elskoe for her vast contributions to the preservation of the arts and culture of the Virgin Islands by renaming Raphune Hill the “Dorothy “Dotsy” Lockhart-Elskoe Drive; and making a $15,000 appropriation from the St. John Capital Improvement Fund for associated costs ---0--- WHEREAS, Mrs. Dorothy “Dotsy” Lockhart-Elskoe was born in St. Thomas, Virgin Islands, on January 26, 1929, to Alfred H. Lockhart, II and Elmira Lockhart and raised on the island as well; and WHEREAS, she was the second of four children, her siblings being the Alfred H. Lockhart, III, the Raymond S.
