MESSAGE FROM THE INSPECTOR GENERAL I am pleased to report on our accomplishments for the semiannual reporting period ended March 3 1, 1999. These accomplishments are highlighted on pages iv, v, and 4 of this semiannual report, and the significant audit activities and investigations are summarized on pages 5 through 29. During this semiannual period, significant audit resources continued to be expended to meet the increasing requirements for work related to the Chief Financial Officers (CFO) Act of 1990 and the Government Performance and Results Act (GPRA). Despite these increasing requirements, we have responded to requests for audits and investigations of programs and operations from the Congress, Department of the Interior (DOI) managers, other Federal agencies (for example, the General Services Administration and the Department of Justice), and governments in the insular areas. …
