F/K/A AT&T Mobility USVI, Inc. (hereinafter “Liberty”) filed a request with the Virgin Islands Public Services Commission (hereinafter, “PSC” or the “Commission”) for recertification of its Universal Service Fund (hereinafter, “USF”) eligibility pursuant to section 54.314 (a) of the Federal Communications Commission (hereinafter “FCC”) rules; and WHEREAS, annual recertification of continued eligibility is required by the FCC; and WHEREAS, on September 15, 2021, the Commission received a report and analysis from its technical consultants, Georgetown Consulting Group, Inc. F/K/A AT&T Mobility USVI, Inc. (hereinafter “Liberty”) filed a request with the Virgin Islands Public Services Commission (hereinafter, “PSC” or the “Commission”) for recertification of its Universal Service Fund (hereinafter, “USF”) eligibility pursuant to section 54.314 (a) of the Federal Communications Commission (hereinafter “FCC”) rules; and WHEREAS, annual recertification of continued eligibility is required by the FCC; and WHEREAS, on September 15, 2021, the Commission received a report and analysis from its technical consultants, Georgetown Consulting Group, Inc. (hereinafter “GCG”) recommending the approval of Liberty’s USF recertification; and WHEREAS, on September 29, 2020, the Commission met in regular session at its office on St. Thomas, US Virgin Islands, located at No. 1003 Estate Ross, Suite 4 and via its Zoom videoconference link; and WHEREAS, the Commissioners expressed their concern with the level of customer service and outreach concerning the transfer of AT&T Mobility’s Virgin Islands operations and customers to Liberty Latin America/Liberty PR, and WHEREAS, the Commissioners expressed concern with the statement in the Liberty recertification submission that 98 percent of the Virgin Islands was served by the AT&T/Liberty system, and Liberty asserted that the more accurate statement is that 95 percent of the population is served, but that the geographic coverage is not 98 percent; and WHEREAS, the Commissioners discussed with Liberty’s management the requirements of Commission Order No. 51/2018; and
