I 119TH CONGRESS 2D SESSION H. R. 8121 To designate the Christiansted Bandstand at the Christiansted National His- toric Site, St. Croix, Virgin Islands, as the ‘‘Peter G. Thurland, Sr., Bandstand’’. IN THE HOUSE OF REPRESENTATIVES MARCH 26, 2026 Ms. PLASKETT introduced the following bill; which was referred to the Committee on Natural Resources A BILL To designate the Christiansted Bandstand at the Christian- sted National Historic Site, St. Croix, Virgin Islands, as the ‘‘Peter G. Thurland, Sr., Bandstand’’. Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. FINDINGS. 3 Congress finds that— 4 (1) Peter Gregory Thurland, Sr.— 5 (A) was born on February 19, 1892, in the 6 town of Christiansted on the island of St. Croix 7 in the Virgin Islands; 8 VerDate Sep 11 2014 01:00 Apr 03, 2026 Jkt 069200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H8121.IH H8121 ssavage on LAPJG3WLY3PROD with BILLS 2 •HR 8121 IH (B) excelled in playing the trombone and 1 baritone horn and dedicated his life to attaining 2 excellence in music; 3 (C) shortly after the transfer of the Virgin 4 Islands from Denmark to the United States, 5 joined the United States Navy on June 12, 6 1917, and served as a member of the Navy 7 Band; 8 (D) worked on the construction and design 9 of the Christiansted Bandstand, where he 10 played with the Christiansted Naval Band at 11 their monthly concerts until he was honorably 12 discharged in September 1921; 13 (E) is renowned in his native Virgin Is- 14 lands as a master craftsman and a skillful cabi- 15 netmaker; 16 (F) founded the St. Croix Community 17 Band in 1938 and trained many young musi- 18 cians who performed free at monthly concerts 19 at the Christiansted Bandstand; and 20 (G) conducted the St. Croix Community 21 Band until his retirement for health reasons in 22 1968, at which time he turned over the leader- 23 ship position of the band to his son; and 24 VerDate Sep 11 2014 01:00 Apr 03, 2026 Jkt 069200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H8121.IH H8121 ssavage on LAPJG3WLY3PROD with BILLS 3 •HR 8121 IH (2) it is a fitting tribute to his leadership, cour- 1 age, and contributions to the community of St. Croix 2 to designate the Christiansted Bandstand in honor 3 and memory of Peter G. Thurland, Sr. 4 SEC. 2. DESIGNATION. 5 The bandstand commonly referred to as the ‘‘Chris- 6 tiansted Bandstand’’, located at the Christiansted Na- 7 tional Historic Site, St. Croix, Virgin Islands, is des- 8 ignated as the ‘‘Peter G. Thurland, Sr., Bandstand’’. 9 SEC. 3. LEGAL REFERENCES. 10 Any reference in any law, regulation, document, 11 record, map, or other paper of the United States to the 12 bandstand referred to in section 2 is deemed to be a ref- 13 erence to the ‘‘Peter G.
