(hereinafter “AT&T”)1 in 2018 requesting designation as an Eligible Telecommunications Carrier (hereinafter “ETC”) in the United States Virgin Islands, for the purposes of participating in Stage 1 of the Federal Communications Commission’s (hereinafter “FCC”) Connect USVI Fund and that designation was approved by this Commission; and WHEREAS, annual recertification of continued eligibility is required by the FCC; and WHEREAS, on August 14, 2020, the Commission received a report and analysis from its technical consultants, Georgetown Consulting Group, Inc. …

GOVERNMENT OF THE VIRGIN ISLANDS OF THE UNITED STATES Public Services Commission IN RE: ) ) Docket No. 670 AT&T MOBILITY USVI PETITION FOR ) Order No. 55/2020 ELIGIBLE TELECOMMUNICATIONS CARRIER ) DESIGNATION IN THE U.S. VIRGIN ISLANDS ) ______________________________________________________) ORDER WHEREAS, pursuant to federal law and Federal Communications Commission (“FCC”) regulations and practice, the Virgin Islands Public Services Commission (hereinafter “Commission” or “PSC”) received a Petition from AT&T Mobility USVI, Inc. (hereinafter “AT&T”)1 in 2018 requesting designation as an Eligible Telecommunications Carrier (hereinafter “ETC”) in the United States Virgin Islands, for the purposes of participating in Stage 1 of the Federal Communications Commission’s (hereinafter “FCC”) Connect USVI Fund and that designation was approved by this Commission; and WHEREAS, annual recertification of continued eligibility is required by the FCC; and WHEREAS, on August 14, 2020, the Commission received a report and analysis from its technical consultants, Georgetown Consulting Group, Inc. (hereinafter “GCG”) recommending the approval of AT&T’s USF recertification; and WHEREAS, on September 22, 2020, the Commission met in regular session at its office on St. Thomas, US Virgin Islands, located at No. 1003 Estate Ross, Suite 4 and via its Zoom videoconference link; and WHEREAS, after review and deliberation, the Commission voted to GRANT AT&T ETC recertification of its ETC status to include the following recommendations contained in the GCG Report; and NOW THEREFORE, the Commission finds and ORDERS that, AT&T’s Designation as an Eligible Telecommunications Carrier in the United States Virgin Islands is RECERTIFIED on the following findings, terms and conditions: 1 All references to “AT&T” shall include any successor entities providing the services and/or operating the facilities AT&T Mobility USVI, Inc. PSC Order No. 55/2020 Docket 670: AT&T Mobility USVI, Inc. Eligible Telecommunications Carrier Designation in the U.S. Virgin Islands 1. For AT&T’s 2021 and future “Use” certification filings, AT&T shall include information on how its past actions, as well as future equipment roll-outs are, and will be, in compliance with FCC Stage 2 specifications; 2. AT&T shall provide with the PSC a copy if its annual certifications to the FCC specifically to include those covered in Part 54 Section 1514. These AT&T certifications should be filed with the PSC concurrently with the filing submitted with the FCC. So Ordered.
