Notwithstanding any other law, all outstanding Payment in Lieu of Taxes 2 (PILOT) obligations owed by the West Indian Company, Limited (WICO) to the Government 3 of the Virgin Islands are hereby reappropriated to the Virgin Hospitals and Health Facilities 4 Corporation to be evenly divided between the Roy Lester Schneider Hospital and Medical 5 Center and the Governor Juan F. Luis Hospital and Medical Center. 6 SECTION 2. The Government of the Virgin Islands, through the Department of Finance 7 or other appropriate authority, shall enter into a payment plan agreement with WICO for the 8 satisfaction of all outstanding PILOT obligations. …

Notwithstanding any other law, all outstanding Payment in Lieu of Taxes 2 (PILOT) obligations owed by the West Indian Company, Limited (WICO) to the Government 3 of the Virgin Islands are hereby reappropriated to the Virgin Hospitals and Health Facilities 4 Corporation to be evenly divided between the Roy Lester Schneider Hospital and Medical 5 Center and the Governor Juan F. Luis Hospital and Medical Center. 6 SECTION 2. The Government of the Virgin Islands, through the Department of Finance 7 or other appropriate authority, shall enter into a payment plan agreement with WICO for the 8 satisfaction of all outstanding PILOT obligations. All payments made pursuant to this 9 agreement shall be directly deposited into the Health Revolving Fund established under title 10 33 Virgin Islands Code, section 3017. 11 2 SECTION 3. WICO and the Department of Finance shall jointly submit quarterly 1 reports to the Legislature of the Virgin Islands detailing the status of the payment plan 2 established under this Act. The reports must include the total amount of outstanding 3 obligations, the amounts paid and dates of payment during the reporting period, and 4 confirmation of disbursement to both hospitals. 5 BILL SUMMARY 6 The bill reappropriates all outstanding Payment in Lieu of Taxes (PILOT) obligations 7 owed by the West Indian Company, Limited (WICO) to the Government of the Virgin Islands, 8 directing that such payments be made directly to the hospitals within the territory. It requires 9 the Department of Finance to negotiate a payment plan with WICO and mandates that all 10 payments bypass the General Fund, with 50 percent allocated to hospital in the St. Thomas–St. 11 John District and 50 percent to hospital in the St. Croix District. The bill also requires WICO 12 and the Department of Finance to submit joint quarterly reports to the Legislature detailing the 13 status of the payment plan and confirming disbursements to the hospitals. 14 BR25-0613/April 14, 2025/KEH 15
