ACT NO. 6682 BILL NO, 25-0210 TWENTY-FIFTH LEGISLATURE OF THE VIRGIN ISLANDS OF THE UNITED STATES Regular Session 2004 To honor and commend Edmund L. Penn for his outstanding service to the Magens Bay Authority and name the Arbortorium at Magens Bay in his honor ---()-— WHEREAS, Mr. Edmund L. Penn was bom on the island of St. John on May 13, 1918, to Daisy Maduro Penn and Carl Penn; and WHEREAS, Mr. Edmund L. Penn moved to 51. Thomas in 1933 and married Angelina Clarke on November 22, 1944; and WHEREAS, Mr. Penn began his service to the community as a volunteer in the St Thomas Home Guard Committee, and was then employed as a procurement officer until his promotion to the position of Major until the Guard disbanded; and WITEREAS, Mr. Penn worked in the Department of Agriculture and Labor as the Administrator of the Workmen's Compensation Division where he championed the cause for immediate treatment and relief for Virgin Islanders who were injured on the job, and made many valuable contributions where he retired as Deputy Commissioner; and WHEREAS, Mr. …
