But my question was, it's just a 30-day period that seemed like everything I was, I thought it was a misprint that it was probably the whole year, but. The whole year, $7 million, was 6 point something million, I think. Additionally, it should be noted that if GRS is required to pay this benefit, it will require a change to the current software which processes GRS pension. On March 4th, teleconference meeting with Jones-Lang LaSalle with regards to our properties. On March 6th, I testified at evidentiary hearing in the district court and re-GRS versus GVI. On March 8th, testimony before the Committee on Finance, Bill number 330014. March 14th, teleconference meeting with Vitek, P3 Software Providers in regards to outstanding issues. On March 18th, the guest on radio program, Jos Sust. March 21, I met with Andre Wright, SIG, former GRS consultant. They have sent in their files. We have posted off to February 14th, however, we have been in contact to upload the files for pay dates 2-28 and 3-14, however, they have been making payments on time. 0:18:00 As you can see, the payments received from the central governments are through March 14, 19, 2019, pay date. There's no update to Act 7261, no update to Act 7128. Those are projects that are pending, mainly because of that receipt of a lot of NOPERS and some V3 issues that we have. So moved, Mr. President. V3 fixes that we have to deal with. 0:18:39 In regards to the refunds, as you can see, from January 1, 2019 through February 28, 2019, we have paid out $1.2 million. dollars that mean one million one hundred and eighty three thousand eighty one dollars and fifty six cents of that amount the regular which is the non vested is one million one hundred and thirty nine thousand eight oh nine forty four cents almost a hundred percent uh we have 254 applications for retirement pending uh the majority of those are 159 are left in uh for 2018 applications and in january there's 64 that i received so far so they're still pending but uh basically from what i'm seeing we are turning out uh annuity cases within two and a half months i've seen people who have been paid who are going to repeat tomorrow some of them retired in december so if again i always would encourage the members to check your annual statement we would probably going to put out the psa out there again but we keep telling them to check the annual statements that we have put out and if you see any discrepancies in there you come in and let us know because if your information is is in the system you don't do any monies other than the the central government or your uh your 0:19:09 employer the autonomous agency may all have a balance you should be able to have your retirement check in hand by within 60 years so we're seeing that that improvement since we had that project to update those uh the database the novel project annuity payments as of march 29 which is tomorrow we will have uh 8 617 members that we pay retirement and which is two uh for that same period from october through march 29 we would have paid out on 124.6 million dollars uh retirees that were added to the payroll between october and march 29 249 retirees that were deleted from the payroll for the same period 148 those are members that have passed on and um we added 29 23 to the payroll uh this pay period uh we placed and we're going to be placing on the payroll april 15th next payday 14 and we have already tentatively like to place uh 22 on the payroll on april 38th gross payroll for the march 15th payroll was 10.4 million dollars i mean march it will be march 29th sorry it's 10.4 million dollars in regards to our portfolio in the loans as you can see the decreasing we now have approximately 5 517 units in our loans between personal and mortgage loans these loans personal loans are expected to expire around 2024-2025 uh as far as our buildings there was an inquiry 0:20:56 from the legislature to expressing an interest to rent this building the white house the letter was written to the chairman and he delivered it to me we are waiting discussions there is some there are some problems um to renting this time because we have some issues um legal has advised me and i've so forward that information to miss potter who's in contact with the legislature regards to other properties that you can exhibit a you want to scan that it's mostly it's probably the same. We haven't really had any significant movement on our properties in St. Thomas and St. Coy. We're still waiting for the casino to begin a lease negotiations. Those are arerages. Electric, in February, we collected $4,449.54. Total fiscal year to date collected electrical reimbursements, $283,034.73. We have arerages in electric reimbursements of $128,099.46. cents again justice has over a hundred and fourteen thousand nine hundred twenty two dollars and sixty four cents of the hundred and twenty eight thousand ninety nine dollars and forty eight cents electric marriages our insurance claims have been coming in we've been doing very well um uh we just received uh um a check in the amount of 275 thousand twelve dollars uh this would bring the amount of two hundreds of a hundred and sixty one thousand twenty three dollars and twenty cents our first check uh so if you add those together we have received a total for both districts for four hundred thirty six dollars thirty five dollars and twenty cents is this for the uh generator generators it's females these are females females money and it covers hurricane readiness and immediate post hurricane operation and cleanup we are currently working with fema to finish our permanent work and disaster damage dimensions for category e which is permanent work in the grand sport portal of zinc oil and symptoms i must say that fema is very interactive i've been seeing a lot of emails coming to us so we also need to We get some reimbursement for the camera installation at the surveillance cameras at the Haven site home. 0:25:01 Under our IT, the major focus is on the replacement of HPCs, servers, upgrading of infrastructure software. Chris is a hotel conference outfit that we were invited to by David who is the legal counsel to the governor and this is also the same conference that Jack Pickle used to go to to get information about development of S.D. Coakley Bay so it's not everything that you know I can't give out everything I mean, things are pooping, but I don't really see any benefit in putting up for sale side in St. Croix right now. As you know, we got less than a million dollar offer in St. Croix the last time, which was a slap in our face. So I don't want to see the repeat of that. VI Update · usvipublicrecords.com · public record, no rights asserted (CC0 1.0) 4 of 13 GERS Retirement System (Board of Trustees) · Government Employees' Retirement System Mon investment committee meeting at the end of April and we will be discussing this more at length on April 29th okay any other questions you in reference to the refunds and non-vested employees I've had several young teachers who actually this year I know i'm trying to figure out how it's a drain not just on the system but also on on us because i'm losing a lot of teachers and what happened that was alarming last week i i did get a call actually i got two calls with two teachers who had to who thought they would be able to make it to the end of the school year but based on the timing of the vestiture they literally had to resign effective this month because of their timing so i am now trying to figure out um how am i you know we're gonna lose and then looking at where where a lot of my teachers are I have approximately 40 that are up for investment within the next year and a half. So if we don't do something, I might lose 40 to 100 teachers within the next two years. Because they, in order, because of the uncertainty still of the system. and so we are tasked with somehow promoting or i guess we can't promote it until it's done we need to encourage the governor and the powers that be that we have to do something because not only are you jeopardizing the system and where we are but it also jeopardizes a lot of the departments that are going to lose valuable young employees because with the uncertainty of the system they're opting to pull out but in order to pull out they have to resign and when they resign a lot of them are going to leave so we need to include that in our conversation with the governor let them look put show them the numbers of and identify you know even if it's not by name the department of these young people who are pulling out now and this look at this list here are 40 to 80 more in the next two years who have to go in order for them to save themselves or for or their monies as they think I don't response to you we have been saying this I think the board has been on record so I mean we need to push it again with this new administration I mean I can sit here and stand an hour talking but the only thing I've heard the governor said about tearing down when I said tearing t-i-e-r-i-n I don't know what that means I don't know if you know what I mean I don't know. I can only assume he means putting everybody, all the Tier 1 members, into a Tier 2. So, I mean, I know that you can't do it. You can't change the benefits. 0:34:56 I thought he was looking at adding a new tier. I know that was what he thought about. Yeah, but that would be less attractive. Because if you add a new tier, people are going to pay more and still get less. So it needs a large infusion of cash. This is what we are our position and we're gearing towards that, looking at the federal funding. Not a bailout. We're speaking. We did have a meeting. There was a meeting that we had with Stacey Plastic, the delegate on the 1st. We included her because we had met her a year before and we updated her. She's on board with us. Told her the governor is on board. 0:36:20 wants us to get all stakeholders together, you know, Chamber of Commerce, AARP, two retiree groups, whatever we can get, all the stakeholders. And I think September, she's, we kind of like putting our goals towards September to meet and get everybody together so we can have a full force package ahead to go towards Treasury. I know that the governor, in my last meeting with him, with the actuary um he tasked us to do a white paper um that chick rocky is working on it we're getting all our statistics together doing all our research he was in the bureau of um economic yeah trying to get as much information as possible but we're trying to tie that into if we don't get anything what's going to happen to the territory if this system if this system goes the effect is going to have an economic theory and then the federal government will have to step in and pay more that's all that's the way we we kind of spinning it okay well it's facts that if we don't get this large infusion or we can't get this loan if we're not asking for a handout we're asking for a low interest loan over 30 years the grs loan we will be paying the pros we'll invest it and we'll get the proceeds but there may be some attachments with the federal government you got to do this if you don't do that i mean some matching restrictions and all kind of stuff and but that's okay because i i think that grs will be able to meet them and if we don't meet them then they can take the money back that's the type of thing we're saying we're going to try to beat those so if that does not happen i'm telling you if the government cannot in 2023 if the government cannot contribute 150 million dollars or more 0:36:57 grs will run out of liquid assets 2023 okay we're gonna have an issue that means that the retirees will not be paid 100 percent of the benefits it's as simple as that one two three and we're talking about 20 20 20 20 the employee roster is being reduced at 25 to 40 per year that's going to be problematic prior to the dissolution of our assets correct because we won't have that income coming in correct if we're more looking at probably paying out seven million now annually in refunds maybe you get to 10 million and over 10 now we're going to be a problem because you'll be pulling down more of you and it'll be before 2023 and and we've been saying this not just talking but the facts are there so you know the committee on finance seems to be willing to work with us um i think you know the the leadership understand the issues so we'll see what happens um i don't know what more reforms can be done right now because i think the board has recommended and the legislature has passed just about everything we we can um we thought about so we'll see what happens But I think the governor is well aware, he's aware of all the information, so just as a matter of doing something. 0:38:57 And I think the loan is, that's the only savior right now. The last level of concern was at the last meeting, Attorney Williams had made the request to adjust the mission statement to remove the word elected and I am going to take I misunderstood or I misunderstood but I was under the misunderstanding I thought for that it was because it had been inadvertently changed over the years so I think what now is so we're gonna have like a quick discussion on the desire in which to change it attorney will explain his point and then we'll continue and make that decision today because that is the only thing keeping us from approving the handbook so we have to make the determination if we are going to change the wording in the mission statement attorney Williams um good morning from the inception of my review of the employee handbook i raised the issue that in the provision that the mission statement it says um that the beneficiaries of the system are elected officials and i indicated that there is no such thing in the virgin islands code the code does not use when it talks about who are members of the system it talks about employees and officials but there is no designation as an elected an elected official um members of the staff indicated that they could not change it because that is what's in the mission statement for the system um you know it's i mean it really 0:59:59 is what it is i mean i mean unless somebody could point me to some place in the code where it talks about the term of elected officials because the point i was making is that if you're going to use the term elected official you're distinguishing it from appointed officials and there's no such distinction within the code um so i thought it just to be accurate that the word elected should be deleted from the handbook um to the extent that it's in the mission statement the fact that it's incorrect in the mission statement doesn't justify us keeping an incorrect statement and And a mission statement, in my understanding, is a living document. If I may offer some comments, and I do agree, and I support us changing the frequency. is based on a lot of things, as Ms. Nibbs indicated earlier, especially for our investment properties. Take, for instance, our complexes, St. Thomas, St. Paul. Those numbers are not going to change significantly unless you affect significant changes in either income or expenses. And over the last few years, really, the income and expenses of these complexes have not changed. where you probably would want to do appraisals is if you're considering a sale. 1:28:38 Again, remember that the intent of the appraisals is to have those assets booked at market value. So if there is some significant change that requires an appraisal, I can see us performing that.
