VIPD continues to take steps to maintain substantial compliance with the use of force, citizen complaint, and management and supervision provisions of the Consent Decree. As required by the Consent Decree, VIPD identifies, investigates, and prepares investigative reports for use of force cases. Citizen complaints filed against VIPD officers continue to be routinely investigated and resolved as part of its normal course of operations. …
