There is an old saying that ‘‘it was the last straw that broke the camel’s back’’. This Resolution seems to be the last move to deprive the Municipa ity of its rights and Kill the usefulness of the Municipal Committee. _» The Naval Governmen® should bear in mind that they are adm nistering a ecivil body whose legislative body is ereated to protect the interest of tlie people. : Our last Govern,r asked this Council to vote away several of our rights em- bodied in the By-laws of the Municipal Committee and that was done in order to try to work in harmony with Govern- ment for the general benefit of the is- land. The benefits so far are not notice- able. I advise the Council to vote against this Resolution. Despnatching Secretary (O’Hagan) re- maked: Mr. Chairman. I think the Honorable 4th. Appointed Member is la- boring under a misapprehension as re- gards the form of Government. This is not a Naval form of Government, but is a Civil form of Government. The Presi- dent has the -power to apooint a Gov- ernor for these islands, and he may appoint a Naval Oificer, but the mere fact of aprointinga Naval Officer does not change the form of Government. - As regards this Resolution, it is merely to take care of one building, to rent it for five dollars per month, and I don’t think it will take away any power from the Municipal Committee or the Council; and as stated, the only two conditions this Resolution will take eare of is the house at Peter’s Farm and the Post. Office. 4th Appointed Member (Blackwood) remarked: Mr. Chairman. I under- stand the Honorable Despatching Sec- retary to say that this Resolution is only for a specifi® purpose: it sh-uid be raken into consideration that we are legislating ° for the future as well as the present. Why couid not this question of renting the municipal properties be brought be- fore the Municipal Committee by Gov- ernment for discussion and reecemmend- ation as was done in the pasc? To advise - with Government on such questions where the municipality’s interests are con- . cerned is what this body was created for but some one seems to be interested in blocking its usefulness. Znd Member for Frederiksied Country Distriet (M, M. Skeoch) concurred in the remarks made by ‘th. Appointed Member (Blackwcod).
