ROBERT HERRICK, OF THE VIRGIN ISLANDS, REQUESTING THE RETURN OF THE NAVY TO THE ISLANDS Avcust 15, 1935.—Referred to the Committee on Insular Affairs DEPARTMENT OF THE INTERIOR, Washington, August 15, 1935. Hon. Josepa W. Byrns, Speaker House of Representatives. My Dear Mgr. SPEAKER: The following radiogram has just been received from Acting Gov. Robert Herrick, of the Virgin Islands: At request of the Colonial Council for St. Thomas and St. John, I transmit following message for the President of the United States and the Congress: “The Colonial Council for St. Thomas and St. John, after 18 years’ experience, gratefully remembering the peacefulness and security under the efficient and benevolent naval administration, reiterates its expressed opinion that the return of the Navy is the only permanent solution to the islands’ problems. “The Colonial Council strongly recommends that any plan conducive to the welfare of the community should include the active participation of the Navy of the United States.” Original resolution passed by council July 29 transmitted by mail.
