Nothing can explain away: the fact that’ the present, First Lord of the Admiralty, after holding office.for nine month, ‘had failed to adopt a vigorous policy in regard: to the admitted deficiencies of the Mediterranean flest until stirred to action by public anxiety. The officers: of the Mediterranvan Fleet are pro- bably as good judges of the capacity of their vessels to meet the task that may be thrown on them asthe politicians, and when we find a civilian politician First Lord differing from them on a vital matter affecting the existence of the Empire, it is a question whether the Fleet or the politician is entitled to credence by tho nation, This is not a matter to bo settled, on the ipse diait even of Lord Solborne. It'iss question of national policy. His name appearing amongst thoze proseribed by Imperial decrea he mnde his way to Shanghai, und thence in a Chinese trading boat as oneof the crew to the Straits Settlements, Here ho tried various occupations, and eventually reached Lisbon in a steumer owned by a Chinese firm. Afterwards he made his way to Englond aud wis. amongst the Chinamen picked np at the London docks for the purposes of the exhibition, posing as‘u soldier in the Chinese camp, and appearing in the spectacte. ) Ah-Foo appears to have beon a Boxer from the. beginning, and according toa compatriot hnils from Pingyen where the |“ Righteous Harmony of Fists” first brought itself into notice by the murder of Mr. Brooks, the missionary, on December Bist, 1999.’ He professes that he knew nothing of the killing of the reverend’ gentleman until some days after it occurred, and had nothing to do with it, though it wan a” brotherhood ” affair. Ah- ‘Foo was at Fengtui when the town was boned by the’ Boxers on May 29th, 1900, and tho Belgians were hard put to it to defend them- solves and their families. He appears to have ween present at saveral othor outbreaks, and eventually quitted China after the proscription of the Boxers. by the Imperial authorities, as stoker on a Chinese trading steamer. Like Hu- Wong he was picked-up at tho London docks by the exhibition authorities, and figures in the Chinese camp, and conspicuosly in the scone of tho Banner Blessing by the Boxer leaders. The ‘other Boxers’ doubtless took active parts in the risings and massacres, -hat they are, like Hu-Wong and Ah-Foo, very reticent as to their actual doings, Most of, them are attached to the Chinese camp, where, whatever their record, they behnve in a most amiable manner to visitiors. ‘They seem par-. ticularly fond of ocbildren, and one day lost week, when a lady with a baby boy iu her arms paid them a visit, asked to be allowed to handle the little one and presented the child witha Chinese’ coin for luck, They havea grent dread of the camera, and it was only after hours of. persuasion that Ha- Wong and “Ab-Foo would consent to face the instrument for the purposs of being photographed. | > LATEST STEAMER MOVEMENTS, RAI AcE ER eS ; ‘The C.P.R. steamer Express of Japanarrived at Yokohama at 5.30 a.m, on the 3; loft again ot p.m., same day for Kobo, where she is due to arrive at 1 p.m., cn the 4th inst. An extrmordinary discovery has boon mado in connection with the Chinese employed at the Military Exhibition at Barl's Court, and the management have had much difficulty with the Colestials im consequence. It seems, from the reports in the home papers, that on July 4th, about an hour before the spectacle commenced, @ number of the Chinamen broke into open rovolt and absolutely refused to appear in the piece. The management promptly sent for the interpreter to know the reason of the’ mutiny, but at first he professed himself utterly at oloss to account for it. Ordered to make inquiries, he camo back a little. later and said. that the mutineers, 17 in numbor, would only appear on the condition that they could take the characters of Boxers. They would not go on.as Legation servants or Chi- nes. Imperisl troops, and they further de- minded’ various altorations in the scone which depicts the consecration of the Boxer basinors should'be made, As the spectacle could not proceed ‘without them, steps were taken to mest their wishes, and: the-show came off as usual, When it was over, # Chinaman known as John Wing,.who speaks s little English, prisentes himself, before the directors aud femanded his’ passage-inoney to China on the ground thet his life .was in danger. He explained: that the .17 men who had refused to ayipear were genuine “ Boxers ” who had actually taken part in the risinga and mas. ‘sucros im and astound Peking. ‘Two Boxers of importance, Ah-Foo and tlu- Wong, soldicrs of the Chinese camp in tho exhibition, were responsible foy tho revglt, as they bad impressed upon -their comzades that if they appeared in opposition to tho Boxer flags, even as actors, ious consequences to both soul and body, pu and the collision of two destroyers. 4,~— Complete absence of fiect ouxiliaries of ali kinds) No provision bas been made for— hospital ships, repairing ships, srozen meat store, mother slups for destroyers, efficient colliers, telegraph ships. 5.—Owing to the Inck’ of provision. no adequate provision hss been made for the first essentials of efficient fighting, ¢7.: Telescopic sights, gyroscopes, smokelevs powder for the 13-5-in. guns, armour-piercing shells, breveh- loading field guns, wireless telegraphy. They had disc that he, John Wing, had acted as a spy for the foreigners in tho Chinese troubles, and his ont chance for life was to get away. The man's story was at first laughed at, but ho insisted on its truth, and in-order to avoid any'chance of trouble he was provided with money and at onoo sent away as hedesired. Steps were thon taken to tind out what part these newly discovered Boxers really played in the Chinese crisis. Beyond a sullen acknowledgment that they were sworn members of “The Righteous Harmony of Fists,” aud had certain mystic marks on their arma, nothing at first conld be got from the Chinamen, and only by degrees, when they became assured that they were not ‘likely to be handed over for punishment, did they Tet ont a few facts about themselves. ‘From the stories they told it has been gathered that Hu-Wong, 2. man.of excep. tionally fine pbysigne fora.
